The Financial Controller oversees the monthly closing and financial reporting processes, monitors internal controls, and assists with managing the annual operating and capital budget preparation, annual financial audit support processes, and other periodic reporting functions required for grantors and regulatory agencies, for multiple health centers.

Duties Include:

  • Monthly closing process - reviews workpapers and supporting documents. Approves journal entries for posting. Signs off on reconciliations. Researches and resolves complex reconciliation issues. Works with CFO to develop new processes and train staff when accounting changes are required. Serves as back-up to accountant.
  • Monthly financial reporting process - performs initial review of monthly financial reports and works with accountant to make identified corrections. Ensures financial package is ready for CFO final review.
  • Internal controls - reviews internal control processes and identifies weaknesses. Works with CFO to improve or develop processes to address identified weaknesses.
  • Budget preparation - works with staff to initially populate budget templates. Analyzes revenue and expenses. Manages preparing budgets for upload to the accounting system. Reviews to ensure the budget in the system reflects the board-approved budget.
  • Annual financial audit support - assigns auditor PBC list to appropriate staff. Provides guidance to staff, as needed. Reviews documents, communicates with staff if additional support is needed, and uploads documents to the auditor's portal. Supports document gathering, as needed. Reviews draft AFS when received, to ensure it agrees with the GL.
  • Medicare Cost Reports - manages gathering data and prepping the templates for annual Medicare Cost Reports.
  • PPS Reconciliation Requests - manages gathering data and prepping the templates for annual PPS Reconciliation Requests.
  • Forms 990, 199, and RRF-1 - oversees gathering data for the annual information returns. Reviews forms for accuracy prior to submission.
  • UDS financial tables - manages gathering data, populating the workbook templates, and analyzing results for the financial tables for the annual UDS reports.
  • HCAI (OSHPD) - manages gathering data, populating the workbook templates, and analyzing results for the financial pages for the annual HCAI reports.
  • Grant reports - prepares initial financial forms for triennial Service Area Competition grant applications and the financial forms for the off cycle Non-Competing Continuation Progress Reports. Prepares or reviews and approves annual grant Federal Financial Reports. Supports other grant reporting requirements. Assists with other financial reporting required by grantors.
  • Miscellaneous other reporting - reviews other periodic reports that are prepared by the fiscal department, such as 571L's and Welfare Exemptions. Approves for submission.

Requirements

MINIMUM QUALIFICATIONS:
  • Bachelor of Science in accounting, finance, or related field
  • Five (5) years' accounting experience
  • Five (5) years' experience managing multiple projects
PREFERED QUALIFICATIONS:
  • Prior experience in health care, preferably California FQHC experience
  • Prior experience with grant management


Salary Description

$90,000 to 135,000 per year
