Develops overall policy and provides overall quality assurance/quality control for WFL Bridge and Tunnel Inspection activities. Responsibilities As a Lead Civil Engineer (Structural) you will: Develop and manage the schedule for the inspection and in-depth studies of all types of structures for the bridge inventory for various FLH partner agencies, as outlined by the National Bridge Inspection Standards (NBIS) and National Tunnel Inspection Standard (NTIS) requirements and policies, including load rating. Coordinate work assignments for and conduct office and field training for trainees, technicians, and entry level engineers, in the various aspects of bridge safety inspections. Develop policy and guidelines for WFL BIP operations, including inspection operations that both in-house staff and contractors operate within. Perform duties as a NBIS or NTIS Team Lead for bridge and tunnel inspections both field and office work. Perform QA/QC to ensure quality of inspection and load rating program. The ideal candidate is an experienced engineer with a strong background in bridge safety inspection, tunnel safety inspection, and load rating. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE). Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. Although you must meet the mandatory education requirement, you cannot qualify for GS-12 and above grades based solely on education, you must meet the specialized experience, which is cited above for this grade.
