Grant Program Specialist

The Grant Program Specialist assists with the coordination of the Kingsport Housing and Redevelopment Authority's grant funded programs in accordance with existing HUD regulations and guidelines for KHRA. Activities associated with the job include: HMIS Administrator for KHRA, completion of environmental review applications, flood zone maps, environmental toxins reports for all changes of address for supportive housing clients. Files and maintains all program files for various grants. Makes files and copies of all program forms, and maintains files under confidentiality requirements.

Assists the Supportive Housing Manager and Case Managers with inspections when needed of all privately-owned properties receiving assistance through the grant programs. Conducts initial, annual and complaint inspections to determine what alterations, repairs and/or maintenance work needs to be performed. Ensures compliance with Federal Housing Quality Standards (HQS) and NSPIRE Standards. Performs all required inspections along with the completion of all check requests and the maintaining of the Clients serviced spreadsheet and monies dispersed spreadsheet. Participation in the Continuum of Care organization through ARCH.

Other duties include:

  • Resident services: Transportation for shopping weekly and other various resident activities.
  • Purchasing: Fresh Start office supplies, Janitorial supplies.
  • Maintenance:
    • Responsible for placing all maintenance repair requests and the maintenance of all Fresh Start vehicles.
    • Responsible for door code changes whenever there is a change in staff.

Requirements
  • Possession of a valid Tennessee Driver's License and the ability to be insured at standard vehicle liability rate
  • Graduation from an accredited four year high school or GED
  • Associate Degree preferred-supplemental training in office administration, secretarial science, or related field will be accepted
  • Commitment to KHRA's mission "To Transform and Empower Communities."
  • Knowledge of social services agencies and other resources available in the community for the low-income population
  • Knowledge of current HIPAA regulations pertaining to the storage and dissemination of Protected Health Information (PHI).
  • Considerable experience working with the public from a variety of socio-economic backgrounds
  • Comfortable with data management and administration.
  • General accounting and/or bookkeeping skills.
  • Certification as HQS/NSPIRE Inspector (within twelve months of employment) as required by the Board of Commissioners
