Overview:
The Senior Vice President and Chief Clinical Officer is Market based, however, acts as a System, Market and Facility liaison between the medical staff and administration and hospital departments to coordinate this interrelationship in the pursuit of the highest appropriate levels of medical care. This person is held responsible for the effective discharge of medical staff organizational functions as set forth in the medical staff bylaws and policies developed by the medical board and approved by the Board of Trustees regarding medical staff performance. In collaboration with the System, Market and Facility leadership, accountable for development and implementation of identified growth and strategy initiatives. In addition, leads all strategic clinical initiatives for collaboration with independent physician groups.
Qualifications:- Education: Medical Doctorate or Doctor of Osteopathy degree from a recognized college or university and completion of residency training in a clinical specialty, Required. Graduate Degree, MBA / Masters in Healthcare, Preferred.
- Experience: 5 years active practice experience with Medical Staff Leadership, Required. 10 Years experience in Progressive leadership in Healthcare organization, Required.
- Licensure/Certification/Registration: Board certification in clinical specialty, Required.
- Additional Skills (required):
- Extensive knowledge of both clinical medicine, medical staff governance, hospital operations and management. Skills for problem solving, teamwork, and developing innovative solutions. Ability to handle unusual, demanding and unrelated tasks, supervise and develop others in their performance. Strong organizational skills.
- Prioritizes safety and quality as the most important focus of all clinical care in the acute care facilities and market. Analyzes and understands safety and quality data provided and utilizes it to improve care. Can articulate the importance of using safety and quality metrics to physicians, APP's, and nursing team and strategizes with them collaboratively to improve patient care. Is willing to have important individual conversations with team members including physicians around safety and quality opportunities.
- Reviews safety events and quality opportunities to foster a just culture with an environment of shared learning and to establish processes to prevent safety events as well as continuouslyimproving quality. Strives to incorporate the elements of a highly reliable organization into all aspects of clinical care. Utilizes organizational safety behaviors and is the ultimate advocate for prevention of harm for patients.
- Has a deep understanding of regulatory requirements for acute care facilities and works collaboratively with accreditation and regulatory teams to ensure compliance with all regulatory requirements and management of accreditation and regulatory surveys. Works proactively to prevent any citations through survey but also to make corrections when deficiencies are found.
- Direct involvement in and oversight responsibility for physician services, medical staff applications, credentialing, re-credentialing. PEER Review and new physician orientation.
- Assists in the development of continuing medical education programs for the medical staff and graduate medical education. Represents Novant Health to external academic entities.
- Maintains familiarity with the standards and requirements of the JCAHO and other local, state and federal agencies and assists in meeting both the hospitals and medical staffs compliance with those agencies and accrediting bodies.
- Monitors medical staff compliance with bylaws, rules and regulations, policies and procedures and assures that problems are properly reported to appropriate officers, department chiefs and/or medical committees.
- Oversees and encourages the participation of the medical staff in performance improvement activities to assure continued improvement of patient care over time.
- In collaboration with senior leaders, assists in negotiation of contract agreements with System,Market and Facility or hospital-based physicians and department medical directors.
- Keeps System, Market and Facility Senior Leadership regularly informed of all medical staff affairs, activities, problems, plans and issues, including safety and quality, adequacy and quality of support staff and any other matter affecting patient care.
- Monitors professional competency, according to department policies, procedures and protocols.
- Complies with and supports department policies, procedures and protocols.
- Leadership: Provides consistent and fair oversight. Provides operational leadership and guidance for all core processes. Is a key member for System, Market and Facility interface for State and Joint Commission Surveys. Creates a system for ongoing education and staff development. Mentors medical staff, APPs and other leaders in the system. Ensures staff have a valid licensure/credentials or other certifications if applicable. Leads medical staff in the understanding of the professional conduct requirements. Embraces change necessary to improve efficiency and/or effectiveness and creates an environment for change/transition by empowering leaders and staff. Utilizes appropriate decision making strategy: command, consultative, or consensus. Acts with honesty and integrity showing and speaking with respect for the rights of others, human dignity, local culture and with regards to Novants mission, vision, and values. Demonstrates leadership skills including problem solving, delegation, and time management/organization. Provides oversight for process improvement projects. Conducts and engages leaders and staff in rapid-cycle testing. Identifies and facilitates removal of barriers identified that exist and impede established goals. Organizes and leads all Medical Executive Committees (and the Southern Piedmont Region Medical Executive Committee for GCM). Provides oversight for medical staff governance Bylaws and Rules & Regulations plus policies. Oversees all credentialing and privileging processes. Leads market First Do No Harm initiative. Works with Vice President of Medical Staff Relations to lead market Quality meetings. Assists operational team for Emergency Management for our acute care facilities in the market. Identifies resources required to achieve goals if current resources are insufficient. Focuses on collaborative partnerships to optimize key clinical and financial outcomes. Serves as a system Executive sponsor for Committees/Groups as assigned. Examples: Hand Hygiene. Leader with the Clinical Support Steering Committee. Is the key interface for Emergency Management Service relationships (Federal, State and Local)
- Communication: Communicates vital information to Medical Staff through Medical Executive Committees (and /or the Southern Piedmont Region Medical Executive Committee for GCM). Sits on the Credentials committee and provides pertinent information. Reports to market Board of Trustees. Works with Patient Flow team within the market. Main contact for media for print and/or interviews. Creates an environment that supports and respects diversity to promote creative problem solving. Communicates the value of activities within the organization and community to gain cooperation and collaborative partnerships. Values team member engagement and team member satisfaction. Connects the dots for staff by communicating how the department fits into the organization and its relationship with internal and external resources, risks, goals and expectations. Consistently models Novants Mission, Vision and Values. Actively communicates and engages staff to improve systems. Ensures timely delivery of information delivered to appropriate audience.
- Business Acumen: Maintains organizational policy and procedure, including rules of conduct. Enforcement of Bylaws and Rules and Regulations. Orchestrates and leads orientation for medical staff and committee chairs. Discusses and handle grievances with the team within the market. Review escalated non-formulary pharmacy concerns. Reviews and signs contracts for Physician Group Metrics, Medical Directorships and Research trials in their market. Leads/Co-Leads or Member of System, Market and Facility Teams/ Committees such as: Care Variation Reduction Team, System Opioid Steering Committee, System Infection Prevention Council, Dimensions Physician Advisory Council, Enterprise Risk Management Team, System Leadership Team, System Serious Safety Event Team, System Institute Council(s), Pharmacy, Supply Chain, Readmissions/Mortality Reduction Team, Government Relations, Physician Insurance Protected Cell or other System teams as needed/directed. Provides project/process consultation to staff. Is innovative and thinks out of the box. Shows imagination through creative solutions. Displays interest and willingness to try new things; takes calculated risks. Evaluates department data, works with system analytics team and determines whether the desired outcomes are being achieved. Develops and seeks approval for yearly budget within their market and monitors department budget closely.
- Quality Improvement: Demonstrates knowledge of process improvement principles and applies appropriately to improvement activities. Monitors quality of the departments core processes. Creates a culture of continuous improvement and learning. Utilizes clinical data and performance data to strategize on quality improvement initiatives. Utilizes data to ensure annual safety and quality goals are met as well as contributes to improvement via organizational long-term goals. Arbitrates or delegates Care Connections transfer issues to ensure patient safety. Processes all diversion requests for the market. A member of the compliance committee for each facility and/or market. Attends and rounds with Patient Experience team. Provides meetings for service recovery with family members. Works with Risk management on issues. A vital part of the EMTALA team. Manages the interdependence of processes both within and external to the department. Consistently reviews core processes, looking for improvement opportunities. Embraces change and acts as a change agent. Seeks opportunities to engage in educational opportunities as it relates to best practice, legal, compliance and regulatory changes. Coordinates the development of goals, objectives and action plans to achieve staff education and development. Monitors team member and patient satisfaction results and works with direct reports and human resources business partner to develop action plans on areas of improvement. Monitors department data to help with understanding department strengths and weaknesses and opportunities for improvement. Reviews and updates job descriptions, department policies/procedures and other documents. Provides back up for Novant Health Market and Facility leadership as needed.
- Customer Service: Holds staff accountable for customer service standards and ensures service recovery when needed. Ensures staff responds to customers in a timely manner. Monitors customer satisfaction scores and makes changes for improvement. Works with System, Market and Facility teams on Grievances, Complaints or other issues as needed.
- Human Resources: Provides ongoing informal and formal feedback to direct reports consistent with organizational policies and procedures. Coaches staff in developing plans to achieve career goals. Monitors, evaluates and coordinates workload trends and manages resources to meet department needs. Coordinates planning for human resource needs based on productivity and workload. Continually seeks to implement activities that reduce staff turnover rate.
- Financial: Manages positions within the department to achieve quality and productivity, and meet budget. Determines and seeks appropriate approval for operational budget. Manages and oversees the departmental budget (measures, monitors, and balances human and material resources). Key advisor on capitol asset review for the System, Market and Facilities.
