Job Description Title: Housing Choice Voucher Program Contract Specialist Reports To: Housing Choice Voucher Program (HCVP) Admissions and Portability Manager Department/Division:

Operations/Housing Choice Voucher Program (HCVP) FLSA Status: Non-exempt

Position Summary

Responsible for reviewing all contracts for accuracy prior to execution, submissions and corrections into HUD’s Public and Indian Housing Information Center (PIC) system, processing all HAP and URPs to housing providers, other agencies and participants on a bi-monthly basis, the ability to interpret Housing Assistance Payments and answer landlord questions, interpretation of guidelines and procedures; and preparation of correspondence and reports including MTW initiative reporting. The duties listed below illustrate the various types of work that may be performed. Responsibilities include but are not limited to, the following:

Responsibilities Audits and executes all contract packages for quality assurance to determine accuracy that all income and expenses are calculated correctly so proper payments are made by the Housing Authority as well as tenant portion.

Reviews and processes Housing Assistance Payment (HAP), Utility Allowance Payments, Abatement transactions and corrects transactions as needed, approving payments and printing reports.

Reviews ledgers and corresponds with Housing Providers regarding any HAP discrepancies, outstanding payments and overpayments.

Inputs data into spreadsheets and Skylight enabling participants to receive their debit cards and payments on their debit cards.

Processes rental increases for housing providers.

Assists in preparation of applications for funding, supplying data for reports, and implementation of new program activities including MTW

initiatives/reporting.

Answers questions and provides additional information and ongoing counseling as needed.

Monitors processing of services and documents to ensure accuracy, compliance and timeliness. Performs regular audits for quality assurance purposes to determine accuracy and timeliness of services and payments.

Monitors and maintains HUD’s Public and Indian Housing Information Center (PIC) system.

Provides documentation needed to assist with ensuring program compliance and MTW initiatives.

Accountable for consistent adherence to strong Authority standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Authority materials, supplies, resources, and other assets.

Undertakes and performs other work-related duties as assigned including work in other functional areas to cover absences or provide relief, to equalize peak work periods, or otherwise balance the workload.

Processes preliminary monthly check runs to ensure proper payments
