SUMMARY OF DUTIES:

The Auditor (Analyst)-IT works as part of a multidisciplinary team conducting independent, objective GAGAS compliant performance audits of Amtrak's IT programs and operations in a dynamic office environment. These audits include assessments of the economy, efficiency and effectiveness of the Amtrak programs and operations; adequacy of internal controls, particularly those related to information security; and compliance with laws, regulations, policies, contracts and/or grants. The incumbent serves as a fully functioning member of an audit team involved in audits of medium to high complexity. The incumbent's responsibilities include helping to design and implement all parts of the engagement process, from design, data collection and analysis, message development and the drafting of segments of products so that they are technically complete and appropriately targeted to the OIG's customers' needs.

ESSENTIAL FUNCTIONS:
  • Assists in developing audit programs of IT areas that address the audit objectives and provide a clear path for developing convincing findings and actionable recommendations.
  • Collects and analyzes data; ensures that evidence collected is reliable, sufficient, relevant, and properly documented in the project work papers; and complies with GAGAS and Amtrak OIG's policies and procedures.
  • Develops, or participates in developing, well supported findings and recommendations that are cost-effective and actionable.
  • Coordinates with other team members to integrate analyses into draft report findings, conclusions, and recommendations to be presented in audit reports, briefings, and other related products.
  • Drafts, for review by senior team members/supervisors, assigned segments of briefings, message meeting documents, reports, or testimonies; and ensures all products are clear, convincing, accurate, and thorough.
  • Helps keep audit management (i.e. Audit Mgr. or Senior Director) informed of work progress, potentially controversial matters that may affect timely completion of engagements and possible ways to manage these matters.
  • Develops working relationships with internal and external parties, and fosters teamwork, collaboration, and coordination.
MINIMUM QUALIFICATIONS:
  • Bachelor's Degree in Information Systems, Computer Science, Business Administration, Accounting, Finance, Public Administration, or equivalent combination of education with significant information technology or information security course work, training, and work experience. Must have good written and oral communication skills.
  • Must have good written and oral communication skills, including the ability to translate technical information to a non-technical audience.
  • Must be able to work independently as well as in a team environment with minimal supervision.
  • Must have proficiency in the Microsoft Office Suite.
  • Knowledge of Industry standards and IT security programs.
  • Must be able to maintain composure in stressful situations and maintain confidentiality of sensitive information.
  • Ability to multi-task with attention to detail.
PREFERRED QUALIFICATIONS:
  • An advanced degree from an accredited university.
  • Professional certification (e.g., CISA, CISSP, CPA, CIA, CFE).
  • Familiarity with the accountability community (e.g., OIG, GAO).
  • Experience conducting program evaluations and/or case study analysis and providing oral briefings on the results of this work.
  • Experience conducting performance audits/analyses of information technology programs/systems, including reviews that compared IT or cybersecurity-related programs and operations to industry standards or applicable laws/regulations.


COMPENSATION:

The starting salary for the Auditor IT position is $83,419.
