The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as an Auditor. This Job Opportunity Announcement (JOA) may be used to fill other Auditor, GS-0511-11 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience. To qualify for this position applicants must meet the Basic Requirement. Basic Experience: Degree: Auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. OR Combination of education and experience: At least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. In addition to the basic qualification requirement above: Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS-9, in the federal government. Specialized experience is defined as : Assisting with collecting, analyzing, and summarizing audit data; researching laws, regulations, guidelines, or approved procedures to support or provide findings; and assisting with writing or reviewing audit reports or evaluations. This experience need not have been in the federal government. There is a Quality Ranking Factor associated with this announcement. A quality ranking factor (QRF) is a knowledge, skill, or ability (KSA) that could be expected to enhance performance in a position but is not essential for satisfactory performance and focus on the level of proficiency the applicant brings to the position. QRFs could be expected to result in superior performance on the job. Applicants who possess this QRF may be ranked above those who do not, but no applicant will be rated ineligible for failure to possess a QRF. The QRF for this position is the possession of one of the following certifications: Certified Information Systems Auditor Certified Public Accountant Certified Internal Auditor Certified Fraud Examiner *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
