Job Description

DOER is seeking a Decarbonization Grants and Contracts Coordinator to support the work of our newly formed grants unit within the Energy Efficiency Division . This position reports to the Decarbonization Grants Program Officer in support of the Energy Efficiency Division 's work in applying for and managing federal grant f unding and managing DOER sponsored projects . The Decarbonization Grants and Contracts Coordinator will assist in ensuring the enforcement and comp liance with federal and other grant requirements as well as DOER policies and procedures. This is accomplished by understanding grant policies and independently following the policies and procedures set forth by DOER for managing grant funded activities . The Grants and Contracts Coordinator will also play a key role in contract and grants management.

Responsibilities Include:

Assist in outreach and m aintain regular contact with potential grant applicants and grant recipients to ensure proactive management of applications and awards.

Provide guidance to Division staff on regulations, federal and others, as they relate to grant award implementation and management.

Attend meetings, conference calls and discussions with DOER staff and grant recipients to ensure the smooth operation of the grant program s .

Provide any needed assistance in contracting, and other administrative procedures to maintai n grant program s and ensure reporting requirements of DOER an d/or relevant federal agencies are met.

Work with grant recipients to ensure reporting and grant requirements are maintained , expenditures are allowable , align with grant activities, and are within the grant award budget, and ensure that the documentation/justification is sufficient for auditing purposes.

Assist the Decarbonization Grants Program Officer in supporting the work with Division and DOER staff to complete grant proposals for grant opportunities relating to the work of Division of Energy Efficiency that are identified through the State, Federal or other resources .

Assist the Decarbonization Grants Program Officer as needed to ensure all required grant reports are submitted by due dates and award modification requests are reviewed , as needed.

Assist the Decarbonization Grants Program Officer in establishing systems and processes to manage the active grants, related contracting and reporting required .

Required Qualifications:

U nderstanding of federal grant regulations, including Uniform Guidance.

Ability to understand contractual requirements.

Ability to apply federal and sponsor regulations and requirements to financial transactions, sponsored award budgets and sponsored award proposal content.

Ability to work with third parties on managing contracts and grants.

At least 3 years' experience working with sponsored awards and contracts.

Attention to detail required .

Excellent written and verbal communication skills; ability to translate complex requirements into simple and actionable recommendations.

Friendly and supportive demeanor, and ability to communicate clearly and professionally.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
