DOER’sLeading by Example (LBE) Divisionis seeking a Clean Energy Engagement Coordinator. LBE is responsible for supporting efforts across state government facilities to reduce energy consumption and greenhouse gas emissions, increase use of renewable power, and promote the transition to cleaner fuels. Working with state agencies, quasi-public authorities, and public colleges and universities, LBE provides guidance, technical assistance, and grant funding to support state government efforts to meet energy and emissions reduction goals. This is an exciting time to join the LBE team, which in the past year successfully deployed millions of dollars in funding to support the deployment of clean energy projects at state facilities across the Commonwealth, grew the statewide electric vehicle rebate program to almost triple its previous volume, and created a robust and transparent data dashboard to illustrate government progress across a wide range of energy and sustainability metrics. 

LBE’s effectiveness relies on comprehensive stakeholder engagement that ensures that state government entities are aware of and can easily access the various technologies, funding, information, and clean energy strategies that will support consistent and innovative approaches to decarbonization. Reporting to the LBE Director, the Clean Energy Engagement Coordinator oversees this engagement through the development and execution of a comprehensive engagement strategy. The position is also charged with the development of guidelines, policies, and studies that will support state agency decarbonization efforts and promote the adoption of innovative technologies and strategies. The Coordinator will identify innovative communication and engagement strategies that can support the advancement of state facility clean energy and decarbonization, as well as communicate the impacts of LBE initiatives to a broad audience across state government agencies and a wide variety of staffing roles.

The Clean Energy Engagement Coordinator’s primary duties will include: 

Develop an outreach and engagement strategy including identification of key agency contacts.

Implement grant program outreach strategies in conjunction with grant managers includingsupporting the internal review and approval process and working with DOER communications staff to develop possible events and press materials.

Coordinate content, guest speakers, and logistics for Leading by Example Council meetings.

Coordinate the annual LBE Awards Ceremony, including soliciting and reviewing applications, managing ceremony logistics, and developing marketing materials.

Facilitate meetings with subject matter experts, technology vendors, and interested state entities.

Manage the LBE student intern hiring process, collaborating with LBE staff to develop project and onboarding plans and support the overall intern experience.

Effectively communicate and present LBE programs and policies to state government staff and external stakeholders.

Lead LBE communications to stakeholders through the creation of webpages, guidance documents, and resources that support decarbonization at state facilities. 

Coordinate drafting and publication of annual comprehensive review of LBE portfolio progress.

Create new approaches to engagement with key partners, such as compelling online meetings, new formats such as videos, and supporting the LBE team with public presentations.

Additional duties and responsibilities: 

Manage the Division’s engagement with national organizations to take advantage of tools and resources and share lessons-learned with other states as appropriate.

Support development of resources that aid state entities in navigating state and federal funding opportunities.

Represent LBE on DOER’s Equity Working Group (EWG) meetings and support implementation of the state’s Environmental Justice Strategy in LBE programs.

Support the LBE team in tracking and engaging with relevant statewide contract strategic sourcing teams,identify opportunities to add emerging technologies to statewide contracts.

Learn about emerging clean energy technologies and strategies to support engagement with state entities.

Identify and apply for external recognition awards for LBE and other state government efforts.

Other duties as assigned.

Required Qualifications:

Strong research, writing, verbal,and graphical communication skills.

Basic knowledge of energy efficiency, clean energy, sustainability, and climate change issues.

Ability to adjust to meet conflicting deadlines or changing priorities.

Ability to collect, analyze, and synthesize complex policy, programmatic, and technical information for diverse audiences, including through charts and graphs.

Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.

Ability to coordinate the efforts of others in accomplishing assigned work objectives.

Ability to develop and deliver creative stakeholder engagement strategies for both in-person and virtual meetings.

Ability to effectively use computer applications, including but not limited to, Microsoft Outlook, Excel, Word, PowerPoint, and website content management systems.

Ability to work well in a team environment.

Results-oriented self-starter with the ability to work independently with limited direct supervision, with the ability to work efficiently and effectively under time constraints.

Excellent written and verbal communication skills, including public speaking. 

Project management experience.

Ability to research and learn about new technologies and issues related to climate, energy, and sustainability, and develop program and policy recommendations.

Preferred Qualifications:

Knowledge of Massachusetts climate and energy policies and priorities.

Experience using ArcMap, ArcGIS Online, ArcGIS Pro and other GIS-related tools, and/or knowledge of MassGIS data layers.

Direct experience with communications strategies for clean energy or sustainability initiatives.

Experience working with diverse stakeholders with varying interests and planning for and managing meetings.

Experience with event planning and logistics.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
