Why This Role is Important to UsCCA partners with the Commonwealth of Massachusetts to provide supportive temporary emergency shelter to families under the Executive Office of Housing and Livable Communities' Emergency Assistance program. Our shelter program is part of the Commonwealth's response to a rapidly growing number of unhoused families, including thousands of families migrating from Haiti due to natural disasters and civil unrest, whose primary language is Haitian Creole. CCA and our partners provide linguistically and culturally appropriate case management and nurse triage support, connecting families with services such as insurance, health care, nutrition assistance, schools, daycare, immigration legal aid, as well as pathways to work and housing navigation.The Regional Director, Family Emergency Shelters, oversees several family shelter sites, providing direct supervision for Site Managers (CCA employees) and high level oversight for all contracted vendor staff supporting the shelter program. They are accountable for ensuring families move through the shelters into long-term housing in a timely way, as well as obtain work permits and find jobs, with CCA meeting or exceeding goals.The Regional Director oversees housing navigation initiatives to ensure the rapid re-housing of families, and serves as an expert housing resource across the program. They develop and deliver trainings for CCA and vendor staff on housing navigation resources and approaches, identify and cultivate housing sources, ensure continuous improvement in housing navigation efforts, and serve as an expert consultant on specific family cases.This position requires on-site presence across managed sites as well as occasional travel to additional sites and locations.Supervision Exercised:Provides direct supervision for CCA site manager and potentially other CCA staff.Provides indirect supervision for contracted vendor staff affiliated with the emergency shelter.What You'll Be DoingServe as expert housing navigation resource across CCA's shelter program, training other staff on housing navigation approaches, providing guidance on housing search tools, proactively seeking housing opportunities, developing relationships with landlords, and disseminating information across CCA's shelter team, driving site-based work to ensure families successfully move into long-term housing in a timely way, and serve as expert housing consultant on specific family cases.Ensure CCA sites meet targets for supporting families to not only move into housing, obtain work permits and apply for and obtain jobs.Ensure that CCA and vendored staff provide safe, clean, well-maintained, and furnished facilities for families, meeting all applicable local, state and federal laws and regulations, including but not limited to the Fair Housing Act and Americans with Disabilities Act, and adhering to any additional safety protocols and policies issued by EOHLC.Provide support and consultation for resolution of escalated incidents, including liaising with key stakeholders such as public safety, municipal leaders, CCA internal departments such as public relations. Report and address safety concerns timely through chain of command. Support site managers to resolve resident issues, concerns and grievances.Proactively seek local and program-wide vendors to meet program needs. Manage vendor relationships, evaluate performance and counsel to improve performance. Partner with vendors to hire, train, and direct the work of shelter program staff such as case managers and nurses.Provide leadership in managing relationships with hotels/shelter facilities, municipalities, community partners.Coordinate with CCA's family shelter central leadership team to develop and execute standardized onboarding and training, policies and procedures, facilitate sharing of best practices, and manage performance across sites.Ensure program data integrity, putting in place and monitoring systems for data entry, analysis and aggregation with consistency across sites for resident rosters, files, and other key data.Provide on-site leadership presence across managed sites as well as occasional travel to additional sites and locations.Promotes the smooth operation of each site by hiring, training, supporting and supervising a team of managers who will efficiently operate each facilityDeveloping and maintaining relationships with key customers in the regionEstablishes and directs overall operation of site activities, both internal and externalMonitor all fiscal and budgetary requirements and obligations and participate in the development of program budgetsGenerate and provide statistical and narrative reports on a monthly, quarterly, and yearly basis such as program evaluation measures, consumer assessments, family assessments, utilization/capacity, grievances, incidents, and provide written reports as requiredWorking Conditions:The Regional Director will work on-site at multiple contracted emergency shelter locations, with occasional travel to other sites.May include moving of supplies and equipment.What We're Looking ForEducation Required:BachelorsEducation Desired:Master's Degree in a related human service fieldRequired Experience:Minimum 5 years' experience with housing navigation in Massachusetts required, including in-depth work with resources and approaches such as CHAMP, Section 8, THP opportunities.Minimum 5 years' experience directly supervising staffMinimum 3 years developing and managing program budgets and financesDesired Experience:1+ year experience leveraging housing resources such as HomeBase and SRI.Experience managing family shelters.Experience working with individuals that have recently immigrated to the US, particularly from Haiti.Knowledge, Skills Abilities:Excellent verbal and written communication skills, demonstrated supervisory skills, knowledge of community-based supportsAdvanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applicationsKnowledge of relationship building and managementCompetencies: Decision Making: Ability to make decisions with significant, broad implications for the management and operations of a major department or multiple departments.
