General Description

The Utility Support Specialist provides daily coordination between the Utility Divisions of the Public Works & Utilities Department, Customer Service Division of the Finance Department, the Building Division of the Community Development Department, and customers regarding the ongoing operation and maintenance of the water and wastewater systems. Under the general supervision of the Utility Divisions Director, the Utility Support Specialist will be responsible for directly coordinating with customers on utility related services and issues such as irrigation meter requests, septic to sewer requests, impact fee assessment, water quality complaints, and utility distribution and collection service requests. The Utility Support Specialist exercises considerable discretion for independent decisions based on technical and professional knowledge.

Examples of Essential Functions

1.0 Provides customer service and administrative support for the Public Works & Utilities Department's Utility Divisions related to the water, wastewater, and reclaimed water system. (95%)
  1. Answers and routes utility related calls including water quality complaints, high consumption, and utility service requests.
  2. Prepares work orders for utility service requests including but not limited to water quality complaints, water service line leaks, and sewer backups.
  3. Prepares and tracks utility service repair restoration work orders.
  4. Logs and archives water quality complaints.
  5. Prepares and logs potable and reclaimed irrigation meter installation requests for customers.
  6. Determines water, sewer, and reclaimed availability using a combination of City software.
  7. Develops Will Serve Letters for sites located within the City's utility service area when requested.
  8. Generates multi-modal, police, fire, and parks impact fee statements for Engineering and Building Permits.
  9. Generates water and sewer benefit and connection fees for Engineering and Building Permits.
  10. Collaborates with the Construction & Permitting Supervisor and Utility Projects Supervisor regarding information related to Engineering and Building Permits.
  11. Assists Cross Connection Control Supervisor with backflow related inquiries and letters as needed.
  12. Assists with asset management and GIS/data integration.
  13. Assists with public education, public presentations, and public outreach.
  14. Assists during water main breaks by performing internal and external notification using emails, door hangers, and Alert Seminole.
  15. Assists appropriate personnel with grants, development review, and construction meetings as needed.
  16. Composes utility related documents, letters, reports, statements, and other material promptly and accurately.
  17. Coordinates work related activities with other departments to solve job related issues.
  18. Maintains effective communication with the public by responding timely to questions and concerns.
2.0 Additional Duties and Responsibilities (5%)
  1. Encourages and displays a daily teamwork driven mentality based on the unified divisional goals set forth by the Utility Division Director or designee.
  2. Performs all duties and responsibilities in a manner consistent with the core values of the City and Department policies.
    1. Follows and has working knowledge of safety practices and procedures.
      1. Adheres to laws, regulations, and policies of the City and the assigned department.
      2. Follows instructions provided by supervisor, Department Director, or their designee.
      3. Completes the identified, required, or assigned training in a timely fashion and applies acquired knowledge and/or skills.
      4. Participates in department meetings, staff meetings and other related activities.
      5. Provides cross divisional training opportunities to other City employees when requested.
      6. Maintains, preserves, retains, and disposes of public records according to FS Chapter 119.
  1. Emergency Management Role
    1. Participates as a member of the City staff as required to take action in the event of an emergency.
    2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan and Utility Emergency Response Plan, assigned by supervisor or designee. As a member of the Public Works & Utilities Department may be responsible for the maintaining and/or rapidly restoring the operability of the City's water and sewer systems.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  1. Education and Training:A High School Diploma or G.E.D. is required.
  2. Experience:A minimum of one (1) year of experience in a utility-related field, office coordination, and customer service experience.
  3. Certificates, Licenses and/or Registrations Required:Must possess and maintain a valid Florida Driver's license at the time of hire. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. GIS mapping experience is a plus.
  4. Security Clearance: Florida Department of Law Enforcement background clearance.
  5. Knowledge, Skills and Abilities:
  • Knowledge of departmental rules, policies and procedures.
  • Knowledge of the methods involved in organizing data and materials.
  • Knowledge of safety guidelines for an office environment.
  • Ability to communicate with people in a positive and professionals setting for customer service.
  • Ability (intermediate to advanced level) to utilize Microsoft Office Suite, e,g. Microsoft Outlook, Word, and Excel.
  • Ability to deal with stressful conditions in a calm and professional manner.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Knowledge (basic) of water, sewer, & reclaimed utilities.
  • Knowledge (basic) of GIS mapping.
  • Ability to perform basic arithmetic calculations.
