This position is responsible for assisting with the day-to?day operations of the SCR Materials Laboratory as well as construction materials related support for the SC Regions 3 Construction PEOs. The individual in this position will perform a wide range of duties, including but not limited to materials testing, equipment standardization and calibration, assisting the Region Independent Assurance Inspector (IAI) performing construction tester audits and assisting the Region Aggregate Source Approval (ASA) by collecting and transporting material samples. This position supports WSDOTs mission by performing duties that are required to maintain compliance with WSDOTs stewardship agreement with the FHWA to maintain Federal funding on highway projects and ensuring quality materials are utilized in construction projects leading to enhanced performance of the state highway system. What To Expect Perform duties in the lab and field. Ability to perform material testing, material sampling, coring and collecting asphalt or other construction materials. Ability to calibrate equipment in accordance with AASHTO/ASTM procedures, repairing/troubleshooting equipment. Understand and conform to the Statewide Quality Systems Manual. Conduct and assist with field investigations and data collection. Ability to perform audits on PEO personnel during peak workload to ensure regional conformance to the WSDOT Independent Assurance Program (IAP). Organize and label material samples for shipping to HQ Materials. Ship or transport collected materials to the HQ Materials lab for testing. Qualifications Field Materials Testing: Significant skills in conducting construction and field materials testing (e.g., soil, asphalt, concrete) in accordance with industry standards. Engineering Knowledge: Strong foundation in civil, geotechnical, or transportation engineering principles; able to apply technical concepts in field and lab applications. Regulatory Compliance: Knowledge of applicable construction, materials, and transportation engineering codes, standards, and procedures. Technical Problem?Solving: Ability to analyze field conditions, test results, and engineering data to develop effective, practical solutions. Computer Software Knowledge: Experience with basic computer software such as Microsoft Word, Excel and Outlook. Experience contributing to a work environment that fosters a culture of respect and equal opportunity. Certifications / Licenses Nuclear Radiation Gauge Operators certification, or ability to obtain such certification within 12 months of accepting position. WAQTC certification as an Aggregate Testing Technician (AgTT), Asphalt Testing Technician 2 (AsTT II), In?Place Density Testing Technician (DTT), and Embankment and Base Testing Technician (EBTT) materials testing modules, or ability to obtain such certification within 12 months of accepting position. ACI Grade 1 Portland Cement Concrete (PCC) field testing certification and ACI PCC strength testing certifications, or ability to obtain such certification within 12 months of accepting position. A valid drivers license and the ability to operate state?owned vehicles. It Is Preferred That Qualified Candidates Also Have Engineering Fundamentals Certification: Demonstrated ability to apply foundational engineering principles, methods, and standards to support design, analysis, construction, and/or inspection activities. Technical Engineering Knowledge: Proficiency in core civil engineering concepts relevant to design development, construction practices, traffic operations, and/or program delivery. Construction Inspection Competency: Proven capability to perform inspections in accordance with established industry standards, ensuring compliance, documentation accuracy, and quality assurance across construction activities. Integrated Engineering Experience: Broad, well?rounded exposure to multiple engineering disciplinessuch as design, construction, traffic, or program managementwith the ability to contribute effectively across diverse technical functions. Pavement Design Experience: Demonstrated ability to apply pavement engineering principles, including structural design, material selection, load analysis, and performance evaluation to develop pavement sections for transportation projects. Proficient in interpreting geotechnical data, assessing design alternatives, and ensuring compliance with applicable standards, specifications, and design methodologies.
