$5,000 Sign-On Bonus*

Under the supervision of the Battalion Chief of Fire Prevention Technical Services of the Office of the Fire Marshal, this position manages, directs, and evaluates the staff responsible for complex work that typically has a broad impact to public safety, regulatory responsibility that includes architectural, fire protection systems and other plans. Communicates development regulations to developers, builders, architects, engineers and contractors. Provides technical and engineering support on matters related to the requirements in Virginia’s building code fire code and referenced NFPA standards. Monitors workload and processes to optimize resources and adjusts as needed. Responsible for quality of work through training, development, mentoring and team building. Leverages new technologies to enhance the operations of the branch.

* This position includes a signing bonus for fully qualified new county employees in the amount of $5,000. This bonus program requires a signed payback agreement between the department and employee.

Depending on the functional area of assignment:

Performs the most difficult or highly technical design reviews or reviews of site or subdivision plans and capital projects;
Signs off on the work of the branch and may sign and seal own work product and/or that of subordinate staff;
Provides technical engineering guidance and input on key projects throughout the conceptual, preliminary and final design and construction phases;
Prepares manuals, reports, standard operating procedures, and guidelines for the operation of the work group, branch, or division;
Reviews and supervises proposed revisions to technical design standards and ordinances;
Prepares and makes presentations to boards, commissions, committees, and senior management;
May serve on leadership and management working groups including business area teams;
Serves on technical committees and provides expert testimony at public hearings;
Provides code related technical training;

Required Knowledge Skills and Abilities

Knowledge of computer applications and software (such as CAD) that is associated with the preparation of plans and engineering computations;
Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
Knowledge of real property descriptions;
Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with County standards, guides and operational needs;
Ability to collect and compile research data;
Ability to oversee and coordinate the work of a diverse professional and para-professional engineering/architectural staff;
Ability to communicate clearly and effectively both orally and in writing and interact effectively with the public;
Ability to prepare technical reports and to present findings in a clear and concise format;
Ability to engage others in the design and implementation strategies that maximize employee potential and foster high ethical standards in meeting the organization's vision, mission, and goals;

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; PLUS, five years of progressively responsible professional experience in the appropriate engineering or architectural field.

PREFERRED QUALIFICATIONS: Possession of a Virginia Department of Housing and Community Development certification as Commercial Building Inspector and as Fire Protection Inspector.
Certification as a “Fire Plans Examiner” from the Virginia Department of Housing and Community Development Building Code Academy.
Certification from the Virginia Department of Housing and Community Development Building Code Academy (CORE Module).
Certification in Civilian Entry from the Virginia Department of Fire Programs or successful completion of Firefighter I and II.
Certification in Hazardous Materials Awareness from the Virginia Department of Fire Programs.
Certification as a Fire Inspector I/II (NFPA 1031) from the Virginia Department of Fire Programs.
Certification as a “Fire Official” from the Virginia Department of Housing and Community Development.

CERTIFICATES AND LICENSES REQUIRED:Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid professional engineer or architect license in another state will be granted a temporary exemption to this requirement pending the Board’s decision for reciprocity regarding Virginia licensure for architects, professional engineers, land surveyors, certified interior designers & landscape architects.
Possession of a Virginia Department of Housing and Community Development certification as Commercial Building Inspector and as Fire Protection Inspector is required within 18 months of appointment.
Possession of a Virginia Department of Housing and Community Development certification as a Fire Plans Examiner is required within 18 months of appointment.
Possession of a Virginia Department of Housing and Community Development Building Code Academy CORE Module certification is required within 18 months of appointment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and sanctions screening to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to lift and move heavy plans up to 50 lbs. Sufficient mobility to perform on site building inspections. Ability to operate keyboard driven equipment. Ability to review plans on a desktop or computer screen. All duties may be performed with or without reasonable accommodations.
