Position Summary Perform a variety of routine, complex, and technical work in the planning, development, implementation, promotion, reporting and monitoring of rural and special transportation services to meet the needs of community members and visitors throughout Benton County. Work independently and with others in researching, developing, promoting, implementing, and providing customer support regarding rural and special transportation services, grant management, staffing a Benton County Board of Commissioners advisory committee, and managing mandated federal and state reporting requirements for Benton County. These tasks are illustrative only and may include other related duties.

Essential Functions

Provides staff support, technical support, and administration of the Special and Rural Transportation (SRT) program for the County under an Intergovernmental Agreement between the City and the County.

Plans and conducts data collection, analysis, research activities and reporting related to the SRT program. Develops, implements, and oversees all aspects of the program. Stays abreast of new regulations, trends, and innovations related to rural and special transportation.

Oversees procurement of contractors and consultants related to program work, including preparing Request for Proposals and contract documents, establishing evaluation criteria, and leading a selection committee, where appropriate.

Works with contracted transit providers to integrate and coordinate transportation service delivery to persons with disabilities and seniors and to the general public on fixed-route rural and intercommunity services. Administers Title XIX (Medicaid) transportation service contracts with the State Department of Human Services. Assists transportation contractors with technical and regulatory information and provides oversight to ensure program goals and contract obligations are met. Monitors contractor and consultant performance and recommends and implements corrections when necessary.

Develops and administers biennial federal and Oregon Statewide Transportation Improvement Fund (STIF) grant processes for disbursing funds to local eligible parties. Prepares applications for STIF and other state or federal grant funds. Administers grant funds and prepares quarterly reports and reimbursement requests to State.

Develops mandated program requirements including Disadvantaged Business Enterprise goals; Title VI Plan; Limited English Proficiency Plan; Reasonable Accommodation Plan; and Coordinated Human Services and Transportation Plan. Reports mandated program information quarterly or annually to the federal National Transit Database. Leads data gathering and acts as staff liaison for periodic program audits performed by State and federal program agencies and annual program financial audits for Benton County. Supports the FTA-mandated Transit Asset Management program managed through ODOT.

Works with the County Fleet Manager to manage the fleet used in provision of program services. Obtains vehicle grants, works with Oregon Department of Transportation (ODOT) on vehicle procurement, and manages reporting for vehicle grants.

Assists with development of and monitors City and County program budgets for assigned program area.

Plans and coordinates special projects, presentations, and outreach for the rural and special transportation program. Prepares engaging display materials for outreach events. Provides transit travel information and training to groups and individual members of the public. Makes presentations to community groups, elected officials, stakeholder groups, educational institutions, and other organizations.

Provides staff support and prepares materials for STIF Advisory Committee meetings. Presents Committee recommendations and information on program elements and activities to Benton County Board of Commissioners.

Drafts, develops, prepares, and reviews technical reports, policy updates, planning documents, procedures, and other written materials and communications related to program area for a variety of internal and external audiences such as the Board of Commissioners, regional planning agencies, stakeholder groups, peer agencies, and the public. Develops content for program website pages.

Represents the County, City and/or department by attending and participating in program-related meetings with local, state, and federal agencies and professional groups. Serves as City and/or County staff liaison as appropriate for committees, teams, and other organization and community groups related to rural, intercommunity, and special transportation activities or services.

Represents Benton County on technical advisory and/or project management committees with other transit agencies for projects and services of regional mutual interest, including the Linn Benton Loop and the Northwest Connector Alliance.

Qualifications and Skills

Education and Experience
Associate's degree in Business Administration, Public Policy, Public Administration, Urban or Transportation Planning, or a related field; a Bachelor's degree in a related field is preferred.

Two years of related experience in public policy, public transportation, transportation planning, or a related field. Experience must include communication with the public in a customer service, public education and/or involvement capacity and knowledge of the design of public education programs. Additional and/or specific public transit program management experience is highly desirable.

Knowledge, Skills and Abilities
Knowledge of applicable federal and State laws and administrative rules related to rural general public and senior and disabled transportation, and ability to maintain awareness of best practices and developments in that field. Familiarity with the requirements of the Americans with Disabilities (ADA) as regards public transportation services and vehicles.

Ability to work with little supervision, exercise independent judgment and provide effective leadership and coordination in analyzing problems, developing solutions, recommending new techniques and managing the public information process.

Ability to research, design, implement and coordinate new programs/program elements, and work collaboratively in developing solutions.

Ability to establish, facilitate, and maintain effective working relationships with customers, stakeholders, vendors, coworkers, and other agency and government representatives.

Ability to learn and interpret City, state, and federal policies and procedures.

Ability to set goals, plan, establish procedures, and anticipate and implement changes as needed, and adapt to changing priorities and work focus as needed within clearly established program boundaries and delegation of authority. Strong organizational skills.

Strong oral and written communication skills. Ability to organize and present ideas and recommendations effectively both orally and in writing. Ability to develop clear and concise written policy, reports, recommendations, or other information summarizing technical issues to a general audience.

Ability to make effective public presentations to varied audiences including City administration, elected officials, and various community groups.

Ability to analyze and develop recommendations from collected data and to support, propose and implement adjustments to programs and services; interpret and explain County and City policies related to assigned projects, activities and procedures to a variety of audiences.

Ability to use a computer to perform the essential functions of the position. Familiarity with general office software including spreadsheet, word processing, presentation, database, and mail/calendaring functions. Ability to learn and utilize technical software required by state and federal agencies for grant reporting and database entry, as well as software used for public transit dispatching, scheduling, and GPS functions.

Thorough knowledge of traffic laws and defensive driving.

Special Requirements
Possession of and the ability to maintain a valid Oregon Driver's License.

This position will be a technical specialist and occasionally travel to conferences and/or attend training, stakeholder, community, Benton County Board of Commissioners, or City Council meetings.

Occasional work outside regular business hours including weekends may be required.
