Overview:

Credence Management Solutions, LLC (Credence) is seeking an Information Systems Auditor to support the Centers for Disease Control and Prevention (CDC) Office of the Chief Information Officer (OCIO) in Atlanta, Georgia. This contract provides comprehensive cybersecurity policy and information assurance services under the guidance of the CDCs Chief Information Security Officer (CISO). The work includes support with compliance activities ensuring Information Systems Security policies and standards are met to protect CDC IT assets and ensure the confidentiality, integrity, and availability of those assets.

Responsibilities include, but are not limited to the duties listed below:
  • Delivery expert opinion and shape team recommendations to develop, maintain and finalize changes to CDC standards, controls and procedures directly related to the assessment and authorization (A&A) process; updates shall be submitted to appropriate key stakeholders for review; all standards, controls and procedures should be based upon applicable HHS, OMB, NIST and other required guidance
  • Liase with CSPO staff and CDC Program stakeholders to as primary focal point to coordinate the documentation, planning, assessment, and mitigation requirements necessary to complete the system Assessment and Authorization (A&A) process, for approximately 700 CDC systems, based upon FISMA requirements using required A&A management systems and tools such as RSA Archer, Trusted Agent, SharePoint and Excel
  • Review and update CDC IT system security control assessments and plans (SAP) to reflect accurate system information as part of the A&A process as well as for required system annual assessments
  • Conduct reviews and assessments in accordance with the assessment procedures defined in the security assessment plan (SAP)
  • Oversee and support manual and automated testing on existing and new CDC IT systems to identify system weaknesses and design flaws requiring remediation to reduce potential attack vectors as part of the A&A process as well as during system annual assessments
  • Document the assessment and authorization validation process that tests systems and applications to validate implementation and function of security controls at the infrastructure, platform and software levels
  • Document CDC IT system findings using designated GRC tool(s) such as Trusted Agent or RSA Archer and shall generate, review and update Security Assessment Reports (SAR) and submit reports to the SA&A Team Lead
  • Oversee all CDC IT system compliance and support activities submitted to CSPO A&A mailboxes, MS SharePoint solutions, or the OCIO Tracking Tool and Enterprise Reporting (OTTER) system for A&A, Self-Assessments, and Contingency Plan correspondence, ensuring appropriate actions are initiated and recorded based on established timeframes
  • Share findings and provide recommendations related to expired system authorizations, contingency plans and annual assessments as reported on a weekly basis
  • Maintain running, detailed report of system Security Assessment and Authorization activities, significant events, document processing milestones, and open action items for CSPO review
  • Provide GRC (Trusted Agent or RSA Archer) Common Control Provider development and maintenance support ensuring all authorized common controls are reviewed for accuracy and updated to reflect the current operating environment
  • Document and oversee team products for the results of the security assessments conducted and provide results and recommendations to address any system weaknesses and deficiencies identified during the assessment
  • Provide a structured qualitative risk analysis of the operational environment that addresses sensitivity, threat sources, likelihood of occurrence, impacts and risk tolerance of vulnerabilities, findings and identified deficiencies and shape outputs of team members
  • Work with the CSPO Audit liaison and gather A&A data and metrics for the required quarterly FISMA report based upon current FISMA reporting standards
  • Generate and oversee team products & deliverables of CDC IT system inventory reports including the systems lifecycle (e.g. development, operations, and disposal) and authorization boundaries as defined by CDC
  • Update FISMA inventory Decision Papers with changes in FISMA system designations as defined by CDC
  • Document and oversee team products of the projected HighHVA system assessment project timeline from system submission to completion, including required system additional rigor assessments
Education, Requirements and Qualifications:
  • Bachelor's Degree in related field, Masters preferred
  • 8570-security certification (Security +, etc)
  • Proven expertise in support of the Department of Homeland Security (DHS) Continuous Diagnostics and Mitigation Program (CDM)
  • Must possess in depth knowledge of and experience in cybersecurity with a heavy emphasis on FISMA, NIST guidance, implementing the NIST Cybersecurity Framework, advanced data and system analysis technics, project management, and use as well as experience with the added complexities of implementing complex cybersecurity protections and capabilities.
  • Must be a US Citizen
