GTN WIC Team Lead This position performs highly complex (senior-level) public health work.

Work involves coordinating, planning, and monitoring public health education program activities and providing assistance to program staff, governmental agencies, and community organizations. May serve as a lead worker providing direction to others. This position is responsible for planning and coordinating breastfeeding peer counselor activities for the Women, Infants, and Children (WIC) division.

Responsibilities include breastfeeding education and promotion, breast pump and breastfeeding supply issuance, cleaning, overseeing & completing inventory, and referrals.

Works primarily in Georgetown WIC office but will travel to other locations as needed.

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Job descriptions list the specific tasks to be accomplished by the position the employee is filling at WCCHD.

The WCCHD Employee Responsibilities are a set of general expectations for employees about how they should work with each other and the public we serve.

Each employee must sign and acknowledge that they have been informed, understand, and agree to abide by these expectations.

Violation of these responsibilities may lead to implementation of WCCHD’s disciplinary procedures. Analytical/Assessment Assesses breastfeeding situations and provides counseling to potentially high-risk mothers and infants. Refers participants to appropriate professionals either internally or externally for high risk medical, physical, or emotional conditions.

Participants identified as having a “red flag” will be immediately referred to receive urgent medical care. Assists with reports, inventories, and distribution of breast pumps, breastfeeding aids, and other breastfeeding materials for all WIC clinics. Accurately completes documentation as required in TXIN, to include BF counseling, follow-up notes, and pump issuance and retrieval documentation for follow-up and evaluation purposes. Changes appointment date/time in the TXIN system as needed to assure accuracy of appointments scheduled Creates or assists with clinic appointment schedule for IBCLC (High Risk) appointments, PC appointments and Pre-natal Breastfeeding classes in a timely manner and gets final approval from Team Lead and/or WIC Director. Oversees WCCHD WIC breastfeeding activities including ensuring the clinic environment at each WIC location promotes and supports breastfeeding, provides the opportunity for all pregnant and BF WIC participants to receive individual counseling and group nutrition classes that promote and support Breastfeeding Ensures that all individual counseling and nutrition education classes that address infant feeding promote BF as the preferred way to feed an infant Ensures BF promotion/support activities are evaluated and necessary changes are implemented to ensure that BF rates increase at the LA

Policy Development/Program Planning Participate in QI activities to support a culture of Quality Improvement within the WIC division Assists WIC Director, Assistant WIC Director, Quality Management (QM) Coordinator, and Team Leads in quality assurance and continuous quality improvement (CQI) activities including but not limited to: observation of peer counselors, counseling participants and teaching group breastfeeding classes, evaluation of record documentation, pump issuance, inventories of pumps and supplies, and development and implementation of corrective action plans (CAP) Assists with reports, inventories, and distribution of breast pumps, breastfeeding aids, and other breastfeeding materials for all WIC clinics. Participates in Breastfeeding Coordinator Sharing Sessions, includes LA IBCLC in the sessions, and shares information and updates from the sessions as needed Assists in formulating definitions, standards, processes and policies for effective and efficient rendering of breastfeeding related WIC services and the enforcement of related policies, laws and regulations Reconciles breast pump issuance logs, investigating discrepancies and documenting outcome for continuous quality improvement and assists in completion of Quality Management Plan

Communication and Cultural Competency Provides client care as appropriate within the scope of practice guidelines for an International Board Certified Lactation Consultant (IBCLC) Receives referrals from breastfeeding peer counselors (BFPCs) other WIC staff, and local providers for WIC mothers who may be experiencing complex maternal and infant breastfeeding problems beyond their scope of practice or expertise Provides concise, relevant, and sound lactation counseling Teaches breastfeeding classes and leads support groups for pregnant and breastfeeding mothers, or mentor BFPCs leading group meetings as deemed appropriate by local agency Counsels any potential high-risk mothers needing nipple shields, breast pumps or other instruction on use of equipment for complex breastfeeding situations Provides breastfeeding counseling and support and timely follow-up services by telephone, video conferencing, home visits, WIC clinic visits, and/or hospital visits as deemed necessary Issue manual and electric breast pumps and other breastfeeding aids according to WIC policies and procedures.

Follow-up with multi-user pump retrieval protocol as warranted. Issues breast pumps, provides instructions, and completes appropriate documentation according to policy Maintains, cleans, and inventories breast pumps and supplies according to schedule and policy Refers mothers and infants in a timely manner when complexity of breastfeeding problems necessitates medical intervention or when problems are in an area other than breastfeeding Distributes breastfeeding information and promotes breastfeeding in the clinic(s) and at educational events. Provides information and promotes breastfeeding among peers. Answer program questions for interested individuals and applicants as needed.

Refer questions regarding nutrition and formula to the appropriate staff. Participates in community outreach activities (must participate in at least 1 every 6 months unless otherwise directed)

Community Dimensions of Practice Assists with NE and BF classes as requested by Team Lead or WCS Networks with other health professionals and community organizations to promote and support BF in the community Keeps an updated referral list of qualified individuals able to answer WIC staff BF questions when staff are presented with breastfeeding situations or questions that are beyond their own level of expertise. Ensures that all staff have a copy of the list or be made aware of where the list is kept. This list may include peer counselors, LA BF Coordinator, LA Trained Breastfeeding Educators, and contract IBCLCs, National breastfeeding help lines, and web links to professional breastfeeding resources. (Per Texas WIC Policy BF:01.0) Keeps a separate referral list of qualified individuals able to answer WIC participant BF questions such as local WIC staff including peer counselors, Trained Breastfeeding Educators and Lactation Consultants, local La Leche League Leaders, local hospital lactation support programs/personnel, and local and National help lines. This referral list should be kept up to date and offered to every pregnant and breastfeeding participant. (Per Texas WIC Policy BF:01.0)

Leadership and Systems Thinking Follows International Board of Lactation Consultant Examiners Professional Standards Provides breastfeeding training for peer counselors and WIC staff, and assists in providing training and education in lactation management as deemed appropriate by local agency Mentors new BFPCs through shadowing opportunities and ongoing guidance Monitors BFPC contacts with new mothers as deemed appropriate by local agency Collaborates with community partners to improve breastfeeding rates and success Communicates with other health professionals regarding high risk cases, and refers mothers with medical concerns beyond the IBCLC Scope of Practice Completes annual required training as required by WIC and WCCHD policies and guidelines Participates in professional development opportunities as determined appropriate by local agency Completes the BF portion of the LA’s Nutrition Education and Breastfeeding Plan annually along with WIC Director and according to State Policy. Submits updated plan when there are changes to WIC Director for review and State Agency approval. Oversees Breastfeeding Peer Counselor (BFPC) Program, providing training and technical assistance for BFPCs and providing BFPC coverage to sites as needed Plans and oversees monthly breastfeeding peer counselor meetings or training opportunities and documents BF training according to HHSC WIC requirements Trains staff on appropriate LA BF referral protocol when staff are presented with breastfeeding situations or questions that are beyond their own level of expertise.

This training shall be provided to all staff who provide direct clinic services within their first month of employment. (See Policy BF:04.0, Procedure I.) Coordinates recruitment and training of breastfeeding peer counselors as needed and approved by WIC Director Assists with the BFPC hiring process as requested by the WIC Director and/or Assistant WIC Director Conducts training and meetings for WIC BFPC’s as required per HHSC WIC policy Works closely with breast pump coordinator to ensure sites have an adequate supply of breast pumps, breast pump supplies and breastfeeding aids Maintains thorough working knowledge of state and local WIC policies and procedures and WCCHD policies and business practices

Other May participate on a WCCHD committee or task force Performs related work as assigned Maintains organized and orderly work areas In the event of a public health emergency, employees may be called upon to support WCCHD’s response in ways that are outside the usual scope of their job responsibilities.

This may involve working hours that are outside the employee’s usual work hours. Employees will not be required to perform duties that are outside of their competence or professional licensure. Graduation from a standard senior high school or equivalent is required. As a WIC breastfeeding peer counselor, must be a mother who has successfully breastfed at least one baby, is enthusiastic about breastfeeding and has a desire to share that enthusiasm. Certification as an International Board Certified Lactation Consultant (IBCLC) with the International Board of Lactation Consultant Examiners (IBCLC) required. Minimum of two years of work experience with WIC or a related breastfeeding promotion/ support program. Bilingual English/Spanish preferred. CPR certified or willingness to obtain. Valid Texas driver’s license and access to reliable transportation to all assigned work locations. Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with our without reasonable accommodations, that the essential functions of the job can be performed without posing a direct threat to health or safety of themselves or others.
