Want to join our Team? We are seeking an experienced Director of Information Services (DIS) to lead Hospice of the Chesapeake (HOC) in information technology initiatives. The Director will play a pivotal role in leveraging technology to enhance patient care, deliver on our quality mission, streamline operations, and drive organizational growth. The ideal candidate will possess a deep understanding of healthcare IT, exemplary leadership skills, and a proven track record of successful IT management in the healthcare sector.

Office Location: Pasadena, MD

Status: Full-time

Main Responsibilities:
  • Direction: Help to develop, direct, and execute a comprehensive IT strategy aligned with the organization's mission and objectives, driving innovation, and maximizing the impact of technology on patient outcomes, quality, and operational efficiency. Direct the day-to-day activities of IT staff members including support, project management, and IT departmental reporting.
  • Partner: Serve as a IT liaison to executive leadership, providing insights and recommendations on technology trends, investment opportunities, and potential risks to inform organizational decision-making and drive sustainable growth.
  • Information Security and Compliance: Serves as the HOC HIPAA Security Officer and develops HIPAA security policies in cooperation with the Director of Quality Improvement, Director of Education and Compliance Officer. Ensure the confidentiality, integrity, and availability of sensitive patient information by implementing robust security measures and ensuring compliance with healthcare regulations, including HIPAA. Enforces departmental policies and procedures and standards consistent with agency policies and procedures; local, state and federal laws; regulations and standards of governing professional agencies (i.e., TJC/CMS/MD OHCQ).
  • Technology Infrastructure Management: Oversee the design, implementation, and maintenance of scalable and reliable IT infrastructure, including networks, servers, and systems, to support the organization's needs and growth.
  • Electronic Health Records (EHR) Optimization: Engage as a liaison in efforts to maintain and enhance end user system access to EHR systems, assist as required in streamlining clinical workflows, and help with technology solutions to improve documentation accuracy. Serve as the IT expert for all vendor related issues surrounding technology applicable to the EHR systems.
  • Data Analytics and Reporting: Serve as IT liaison to the operations teams to harness the power of data analytics to derive actionable insights from clinical and operational data, driving informed decision-making and continuous quality improvement efforts. Must have a familiarity with Data Warehouse methodologies and Clinical Decision Support Systems (CDSS) and their integration into EHR systems to provide clinicians with evidence-based guidance and alerts at the point of care, improving patient safety and clinical outcomes.
  • Application and Systems Management: Oversee the management of all IT applications and HOC administrative systems critical to HOC's operations (application portfolio), ensuring their optimal performance, reliability, and security. Serve as a project manager or IT liaison in the evaluation, selection, implementation, and maintenance of software applications, including Electronic Health Records (EHR), practice management systems, telehealth platforms, and other healthcare-specific applications. Provide strategic direction for application and systems integration efforts to streamline workflows, enhance interoperability, and improve overall organizational efficiency and effectiveness.
  • Telehealth Integration: Help to explore, evaluate, and integrate telehealth solutions to expand access to care, improve patient engagement, and enhance communication among healthcare providers, patients, families, and caregivers.
  • Vendor Management: Manage relationships with IT vendors and service providers, ensuring the delivery of high-quality services and solutions that align with organizational objectives and budgetary constraints.
  • Budget Management: Develop and manage the IT department budget in collaboration with HOC finance and other departments as required, allocating resources effectively to support strategic initiatives while optimizing IT spending and maximizing return on investment.
  • Team Leadership and Development: Build and mentor a high-performing IT team, fostering a culture of collaboration, innovation, and continuous learning to drive organizational success. Develop and implement strategies to recruit, retain, and develop top IT talent, nurturing a diverse and inclusive workforce. Provide mentorship, guidance, and coaching to team members, fostering their professional development and career advancement. Cultivate a culture of continuous learning and innovation within the IT department, empowering team members to excel and contribute to the organization's success.
  • Stakeholder Collaboration: Collaborate closely with all organizational departments to understand their technology needs and priorities, ensuring that IT initiatives are aligned with broader organizational goals and objectives. Collaborate with IT support teams to ensure timely resolution of incidents, maintain user satisfaction, and enhance overall IT service delivery. Implement and refine IT service management (ITSM) processes to align with industry best practices, optimizing the efficiency of support operations.
  • IT Quality of Service: Oversee the management and measurement of IT quality performance indicators (KPI's). Utilize KPI performance metrics and user feedback to continuously improve helpdesk services and enhance the overall user experience.
  • Project Management: Oversee the direction, planning, and execution of IT projects, ensuring they are completed on time, within budget, and according to specifications, while effectively managing resources, dependencies, and risks.
  • Risk Management: Identify and mitigate IT-related risks that could impact the organization's operations, reputation, or compliance with regulatory requirements.
  • Continuous Improvement: Drive a culture of innovation and continuous improvement within the IT department, exploring new technologies and embracing best practices to enhance organizational efficiency and effectiveness.
  • User-Centric Approach: Champion a user-centric approach to technology solutions, ensuring systems and processes are intuitive and accessible for all users, including clinical staff, administrative personnel, and external stakeholders.
Qualifications

Your Qualifications:
  • Bachelor's degree in information technology, Healthcare Administration, or related field required; Master's degree preferred.
  • Minimum of 5-7 years of progressive experience in healthcare IT leadership roles, preferably within hospice or palliative care settings, medium to large organizations.
  • Strong understanding of the IT relationship to hospice regulations and compliance requirements, including those set forth by Medicare, Medicaid, and other regulatory bodies governing hospice care a plus.
  • Demonstrated expertise in strategic planning, project management, and implementation of complex IT initiatives.
  • Demonstrated ability to multi-task efficiently and effectively with attention to details and deadlines.
  • Strong knowledge of healthcare regulations, information security best practices, and emerging technologies in the healthcare sector.
  • Excellent leadership, communication, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders including clinical staff, administrative personnel, executive leadership, and external partners.
  • Proven track record of driving innovation, delivering results, and fostering a culture of excellence within an IT organization.
  • Comfortable in a dynamic and fast-paced environment, which requires balancing priorities and meeting tight deadlines. Exhibits flexibility and willingness to undertake new responsibilities and/or adapt schedule to the needs of the organization.

TECHNICAL SKILLSKNOWLEDGE
  • Knowledge of Microsoft (MS) platforms including MS architectures, MS Analytic Tools (PowerBI), MS office automation products, MS cloud services, MS Outlooko365 applications, and MS collaboration tools.
  • Deep knowledge of network architectures, wireless architectures, data center architectures, end-user devices including mobile and fixed, telecommunications equipment, and facility access controls.
  • Knowledge of healthcare security technologies including perimeter defense, internal defense tools and intrusion detection, end-user device protection, authentication technologies, and security incident response methodologies.
  • Experience with IT Management Systems, Including Helpdesk Oversight.
