Job Description

The Program/Project Manager III is responsible for the successful planning, execution, and close out of programs and projects in the Defense Acquisition Lifecycle. This involves interfacing with stakeholders for assembling project teams; assigning individual responsibilities; identifying appropriate resources; developing schedules to ensure timely completion; meeting deadlines; scope management; cost management; quality management; communications management; risk management; and procurement management. Develop program plans consistent with policies, requirements, and direction Analyze interrelated issues and development of recommendations to solve problem Coordinate activities and schedules with internal and external organizations and customers to guide program accomplishment through phases of the acquisition cycle Establish management controls such as milestones, expenditure rates, metrics and management reviews to reflect acquisition program status and to provide early detection of problems Recommend tradeoffs to cost, schedule and performance Produce, review, and coordinate acquisition lifecycle program documentation Build and manage acquisition schedules for internal tasks, durations, interdependencies, major milestones, and key events Develop program budgets, monitor budget execution, and implement Earned Value Management (EVM) Produce and coordinate Performance Work Statements, Statements of Work, Quality Assurance Surveillance Plans, and other documents to support contracting processes Qualifications: Required SECRET clearance required 15 years of professional experience in program/project management Desired Bachelor's level degree in any technical or managerial discipline 10 or more years of experience with Navy acquisition and/or In-Service Programs. Possess strong working knowledge of the Defense Acquisition Lifecycle Demonstrated experience and knowledge of Program Management, including the acquisition process, execution of Gate/Milestone Reviews, PDRs, CDRs, and Production Reviews. Demonstrated experience and knowledge of the budgeting process and financial tracking EVM and other metrics, funding execution, and the contracting process.
