Reporting to the Senior Director, Quality Measurement Programs, the primary role is to serve as Clinical Director of a large Centers for Medicare and Medicaid Services (CMS)-funded multi-year project developing, maintaining, and implementing quality measures for national public reporting. Directs the development, maintenance, and implementation of national health care quality measures and advances measurement methods. Leads and directs divisions of the Quality Measurement Contract work. Ensures high quality contract deliverables, on time and on budget. Supervises and manages staff. We seek a candidate with clinical experience who is an analytical person, a strong communicator, and an experienced team and client manager. The candidate ideally has experience with quality measurement and federal policy around use of measurement in value-based programs. The list of accountabilities is not intended to be all-inclusive and may be expanded to include other duties that management may deem necessary from time to time. The duties of this position can be conducted remotely if that meets the business needs of CORE. Flexible work schedules and telecommuting are available if needed and /or desired.

Responsibilities:
  • 1. Works with the Senior Directors to build functional teams; define project deliverables in detail; shepherd measures through national consensus-based entity; advance measurement methodology; communicate measurement approaches to expert and public audiences; and facilitate national measure implementation.
  • 2. Works with the Project Director to supervise the technical and clinical leads, train staff, recommend and implement management strategies to improve work flow and quality, and assure timely completion of high-quality deliverables.
  • 3. Works with Senior Directors and the CORE PMO (Project Management Office) to develop staffing levels and budgets for current and future contracts.
  • 4. Briefs clients on major substantive and management decisions and negotiates details of product deliverables with agency managers and staff .
  • 5. Collaborates with Quality Measurement leadership, clinical and technical leads, analysts and project managers to ensure good communication across teams and contracts. Keeps teams informed about key stakeholder concerns raised through Q and A, and recommendations for new standard language.
  • 6. Ensures compliance with contractual requirements and regulations established by the funding agencies, Yale-New Haven Hospital, Yale-New Haven Health System, Yale University and outside agencies.
  • 7. Assists with developing and writing contract and grant proposals supporting quality measurement work that furthers COREs mission of improving patient care.
  • 8. Oversees and manages the scope of work and deliverables for subcontractors, consultants and vendors supporting COREs Quality Measurement contracts.
  • 9. Trains and develops staff and supervises the development of training materials.
  • 10. Covers for other Directors and senior staff during times of absence.
  • 11. Manages CMS contract budget and ensures labor and other direct costs are within budget.
  • 12. Works successfully with the stakeholder community to guide quality measurement work including engagement of patients and patient advocates throughout the quality measure life cycle.
  • 13. Serves as liaison to other quality measurement stakeholder institutions (e.g., other government agencies, contractors, hospital associations, hospital systems, and stakeholder groups) to advance CORE work and the field of quality measurement.
  • 14. Manages staff across various Quality Measurement tasks. Sets project goals and timelines; aligns staff goals; and ensures effective communication with the project team.
  • 15. Contributes to overall CORE environment by supporting employee engagement, seeking ways to improve efficiency and engagement of staff across CORE.


Qualifications:

EDUCATION

MD, PhD, DO, or DNP (Doctor of Nursing Practice) degree required. Formal training in health services research or epidemiology is required.

EXPERIENCE

Minimum seven (7) years experience in health services research field required. Experience managing highly technical and professional staff. Publication in peer reviewed journals. Excellent writing and verbal communication skills. Demonstrated mastery of health services research methods and analysis. Clinical experience preferred.

SPECIAL SKILLS

Comprehensive knowledge of health care quality measurement methods and policy. Experience managing technical professionals. Working knowledge of epidemiology and statistical methods. Well-developed oral and written communication, statistical, organizational, analytical, and interviewing skills. Strong management, supervisory, and training skills.
