DEFINITION Under general direction, plans, organizes, reviews, implements, and evaluates a comprehensive communications, marketing, and community relations program for the District; identifies and utilizes appropriate methods for reaching the Districts varied constituents including traditional media, social media, and outreach to community leaders, public officials, service groups, employees, and residents; represents the District in media and community relations appearances; coordinates and executes public information programs to raise awareness and provide education about vector control and vector-related public health concerns; provides professional assistance to the Communications Manager, General Manager, and other management and District staff in areas of expertise; and performs other duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Communications Manager. Exercises technical and functional direction over and provides training to assigned staff. CLASS CHARACTERISTICS This journey-level classification is responsible for planning, organizing, reviewing, and evaluating the operations and activities of the Districts communications, marketing, and community relations programs. Incumbents perform diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include program evaluations and recommendations and implementation of policies, procedures, goals, objectives, priorities, and standards related to the Districts public information program. Coordinates, organizes, reviews, and assists with implementation of comprehensive communications, marketing, and community relations programs, projects, and activities for the District. Responds to media as needed to disseminate important and general information related to District activities and vector-related public health concerns; applies professional standards and ethics when communicating with the public, governmental officials, and members of the media. Writes and publishes media releases, feature articles, and announcements regarding vector control activities and public health information updates. Collaborates with the Events & Media Coordinator to monitor content on the Districts social media sites; engages with District constituents through social media platforms; maintains and provides content updates for the Districts website. Participates in the development and management of the Districts branding. Creates District-wide marketing materials, publications, and other outreach materials. Collaborates to create, produce, and edit multimedia content for distribution. Identifies and maintains working relationships with key community leaders and organizations. Recommends multimedia and social media advertising strategies. Develops, coordinates, and conducts orientation programs and presentations for District staff and community groups. Plans, schedules, and participates in special community and media events. Receives inquiries and provides information to the public regarding various topics. Coordinates and integrates program services with other agencies and District departments. Attends and participates in professional group meetings. Monitors changes in regulations and technology; recommends policy and procedural changes. Assists the Communications Manager with administrative tasks. Uses a variety of equipment including personal computers and audio/visual equipment. Interacts with co-workers at all levels in a collaborative manner. Performs other duties as assigned. Qualifications Knowledge of: Administrative principles and practices. Principles, practices, and techniques of public affairs programs. Principles and procedures of recordkeeping and technical report writing. Applicable federal, state, and local laws relevant to assigned areas of responsibility. Video production and editing techniques. Digital and social media platforms. Website design and maintenance regulations. Outreach strategies using traditional and grassroots techniques. Techniques for providing high levels of customer service. Ability to: Recommend and implement effective services. Manage and monitor complex projects. Conduct complex research projects and prepare effective reports. Analyze and interpret data related to outreach efforts. Prepare clear and concise reports and correspondence. Collaborate and interact with various stakeholders. Stay abreast of social media trends. Use tact and independent judgment in various situations. Education and Experience: Equivalent to an associate degree in public relations, communications, journalism, marketing, or a related field, and four (4) years of experience in public relations, communications, or a related field. Licenses and Certifications: Possession of a valid California Drivers License and certification in Public Health Vector Control Categories A and B within 12 months of appointment. Supplemental Information PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment. This is primarily a sedentary office classification although standing and walking may be required. Must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
