SALARY: $103,599 plus competitive benefits package (WVDE Summary of Benefits) equal to approximately 35% of direct compensation

DUTIES AND RESPONSIBILITIES:
  1. Supervises and improves statewide school transportation programs.
  2. Directs and supervises school bus inspection personnel to ensure annual bus inspections are completed as outlined in West Virginia Board of Education Policy (WVBE) 4336.
  3. Conducts statewide conferences and activities related to school transportation for the professional development of county school transportation personnel.
  4. Directs and supervises the mitigation of complaints involving school bus operations.
  5. Reviews all documentation submitted by counties regarding bus routes, bus inspections, certification of bus drivers, mechanics, and transportation personnel serving in a supervisory position.
  6. Assumes leadership role in the development of pre-service and in-service education and training programs for school transportation personnel.
  7. Provides technical assistance to local boards of education regarding school transportation planning and operations.
  8. Prepares reports as necessary or required.
  9. Makes appropriate recommendations to department administrators for revising or expanding WVBE Policy 4336.
  10. Provides technical assistance to counties regarding bus safety, defensive driving, vehicle inspections, student behavior, and positive student/family relationships.
  11. Supervises state bus inspection personnel and support staff.
  12. Coordinates transportation issues and investigations acting as a liaison with local, state, and national organizations responsible for school bus and highway safety. (i.e., United States Department of Transportation, West Virginia Department of Highways, National Transportation Safety Board, etc.)
  13. Serves as liaison for grant projects related to school transportation (i.e. Electric Buses).
  14. Perform other assignments as deemed appropriate and necessary by the State Board of Education, Deputy Superintendent, and the State Superintendent of Schools.
QUALIFICATIONS:
  1. BA degree in related field preferred. Minimum of five years of successful experience as a supervisor of transportation.
  2. Possesses a valid State of West Virginia commercial drivers license with "S" endorsement.
  3. Experience with bus inspections, maintenance, and fleet management.
  4. Experience with administrative practices such as budgeting, scheduling, purchasing, and supervision of personnel.

  7. The staff member demonstrates ability to work effectively with county personnel and other state/local officials.
  8. The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE).

EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is "at-will" and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.

The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
