The primary role of the Application Programming Systems Analyst is to build, maintain and improve a variety of web based and desktop applications. The position is responsible for all phases of software development - design, implementation, testing and deployment. In addition, a candidate for this position is required to be an effective communicator.
This position reports to the Application Programming Manager and operates under general supervision, with moderate latitude for the use of independent judgement.
Essential Responsibilities
- Application design and implementation using ASP.NET (C#), HTML, JavaScript, Excel/Word/Access and SQL.
- Ability to create and edit reports using Crystal Reports.
- Ability to create complex queries using SQL (SQL Server).
- Ability to create Excel and Word macros and design complex spreadsheets.

Benefit Title Description
State Employee Benefits: Employees of the Legislative Budget Board are entitled to all State employee benefits which include paid vacation, sick leave and holidays. Employees Retirement System of Texas administers most of the state employee insurance and retirement benefits. Visit their website: for detailed information about those benefits.
Annual Leave (Vacation): A set number of vacation hours is earned each month based on years of state employment (new employees with no previous state employment accrue eight hours per month). Pro-rated for part-time employees. Annual leave is available to employees after six continuous months of state service.
Advancement Opportunities: Opportunities to advance are based on individual performance and initiative.
Dental Insurance: Three dental plans - two plans provide discounted treatment fees through contracted dentists; the other has choice of dentists with deductibles and co-payments. Employee pays the premium through payroll deduction. Premium is based on coverage option selected.
Dependent Life Insurance: Employees may elect $5,000 term life insurance coverage for their dependents. The coverage includes an additional $5,000 Accidental Death and Dismemberment coverage. Employee pays the premium through payroll deduction.
Direct Deposit of Pay Checks: Direct Deposit of monthly salary warrants to employee's designated bank or credit union.
Educational Reimbursement: Tuition reimbursement is available for some continued college education, subject to prior approval.
Emergency Leave: Paid leave in the event of the death of an immediate family member.

Flexible Benefit Contributions: Group Insurance premiums (except disability and dependent life) are paid on a pre-tax basis.
Options to pay other eligible dependent and health care expenses with tax-free dollars are available through the Tex-Flex plan.
Flexible Work Schedules: Employees may, based on office schedules and supervisor approval, schedule their work hours between 6:30 a.m. and 6:30 p.m., with a minimum of 30 minutes for lunch. After one year of LBB employment employees are eligible for Compressed Work Week or Telework in accordance with approved office schedules, timing in legislative cycle and workloads.
Free Parking: Free parking in state parking garages/lots near the building.
Health Insurance: Comprehensive health and prescription drug benefits, along with $5,000 Basic Term Life insurance and $5,000 Accidental Death and Dismemberment after a 60-day waiting period. Rates and coverage subject to Legislative changes. The state paid portion depends on employee status (full- or part-time) and the level of health coverage selected. State currently pays entire premium for full-time employee coverage and half the cost for dependents of full time employees. Employee pays costs of remaining premium through payroll deduction.
Holidays: Designated paid holidays authorized by the Legislature. Must fall on a regularly scheduled workday. Pro-rated for part-time employees.
Jury Duty: Leave with pay during jury service.
Long and Short Term Disability Insurance: Employees may elect Long or Short Term Disability Insurance. This is income replacement insurance available for periods of disability. Employee pays the premium through a payroll deduction. Premiums are based on the coverage selected and income level.
Longevity Pay: All full-time regular employees with more than two years of service receive $20 per month for each two years of state service to a maximum of $280 per month.
Optional Life Insurance: Employees may select up to four times their annual salary in optional term life insurance. Employee pays the premium through payroll deduction. Premiums are based on age and coverage amount.
Professional Development Opportunities: The agency is dedicated to maintaining highly skilled and trained employees. Staff professional development is encouraged through in-house and external trainings, seminars, and conferences.
Retirement Plan: All LBB employees are members of the Employees Retirement System (ERS). A retirement annuity is provided when the employee becomes eligible to retire. Retirement eligibility varies based on when the individual began employment with the state. At retirement, the employee is eligible to select from six retirement options. Employee contribution plus 2% interest is refundable if the employee leaves state employment before retirement. Refunds would be subject to 20% Federal tax unless rolled into another tax-deferred or tax-free account. Employee contribution is made on a pre-tax basis. 9.5% of the employee's gross monthly salary is deducted and placed in an ERS account. The State of Texas contributes 10% of the employee's gross monthly salary to the Plan.
Savings Plan - 401K or 457: Two plans are available: 457 or 401 (k). Plans may be either pre-tax or ROTH after tax plans. Employees select from investment options. Employees determine amount of contribution. Employees are automatically enrolled for 1% of their salary in the 401(K) plan unless they opt out of the plan in the first 90 days. Employees may participate in all plans simultaneously.
Sick Leave: Eight hours per month of paid sick leave with unlimited accumulation. Pro-rated for part-time employees.
Sick Leave PoolLBB employees who have a serious/catastrophic illness or injury or whose immediate family member has such, and who have exhausted all paid leave, may request sick leave pool. An additional approved amount of paid sick leave to be used after exhausting all paid leave (depending upon eligibility, documentation and approval.
State Employee Charitable Campaign: Option to choose amount to be donated to an approved charity of employee's choice through payroll deduction.

Texas Legal: Texas Legal is a non-profit organization that offers legal plans that benefit Texans. Membership covers legal expenses to protect your family and your future. Employees may subscribe to legal benefits through Texas Legal at their own expense.
Transportation Fringe Benefit (CSA): Much like a flexible spending account, a Commuter Savings Account (CSA) lets employees set aside money from their paycheck, pre-tax, to use for eligible parking and transit expenses for their commutes to and from work. Because CSAs allow for tax savings, they are regulated by the Internal Revenue Service (IRS).
There are two types of CSA accounts:
1. The transit account is used to pay for eligible public transit or van pool expenses associated with travel to and from work, including bus, train or subway. (Generally, a vehicle is eligible for van pool expenses if it seats at least six adults, not including the driver, and at least 80 percent of its mileage is used to transport employees to and from places of employment.)
2. The parking account is used to pay for eligible parking expenses either near the employee's workplace or at a location from which the employee commutes to work via transit or van pool.
Employees will be able to enroll in the CSA beginning on January 1, 2016.
Voluntary Accidental Death and Dismemberment Insurance: Accidental Death and Dismemberment Insurance is available up to $200,000. Coverage may be selected for employee only or for employee and family coverage. Employee pays premium through payroll deduction. Premium based on coverage and amount of insurance selected.
Wellness program: Wellness Program is available to all employees. Full time employees may use thirty minutes three times per week (upon approval of supervisor and completion of required paperwork) for exercise. Employees may receive paid time off for participation in an approved fitness challenge/event and for annual physicals and completing a Health Risk Assessment in accordance with the provisions of the plan.
Worker's Compensation: Employees injured on-the-job or with an occupational illness may be entitled to one or more of the following benefits: Medical, Pharmacy, Weekly Compensation, Travel Reimbursement, or Death/Burial benefits.
