Choose Morgan Hill: The City of Morgan Hill is the best community for people to live, work, visit, and operate their businesses.

This position works for the City of Morgan Hill, with their office space located in-person at Morgan Hill City Hall/Council Chambers at 17575 Peak Ave. for half of their time, and also Gilroy City Hall at 7301 Hanna St. for the other half of their time. Commitment of 30 hours per week. Hours are flexible so long as they are completed Monday through Friday, 8:00 AM to 5:00 PM. Candidates may be asked to work occasional weekends and occasional weekday evenings to aid with public outreach events.

Job Summary: Under the supervision of the Environmental Programs Coordinator, the Environmental Services Technician provides outreach, technical and administrative support for the development, implementation and promotion of environmental programs and compliance within the City of Morgan Hill and partner organization communities. Provides professional and technical assistance to departmental staff, interns and volunteers in assigned areas of responsibility; performs related work as required. Environmental services for the City include storm water pollution prevention, solid waste management, water conservation and other regulatory compliance areas.

Class Characteristics: The Environmental Services Technician is an entry level class responsible to implement environmental programs adopted by the City. Work performed is clearly defined and done in support of and coordination with the Environmental Programs Coordinator or other senior Department staff.

Examples of Duties

ESSENTIAL DUTIES AND EXPECTED OUTCOMES: The following duties are performed personally, in cooperation with the Environmental Programs Coordinator, and/or in coordination with other City staff and community groups. Additional duties may be assigned.

1. Assists in the management of information and data to ensure the City of Morgan Hill and/or partner organizations are compliant with current environmental regulatory requirements.
  • Collects, organizes and analyzes data to provide environmental compliance support.
  • Uses data and information from a variety of reports and sources to prepare summary tables, spreadsheets, and databases for sharing with regional partners, inclusion in regulatory compliance reports, and responses to consultant requests.
2. Engage in coordination efforts with other departments, agencies, and the community to promote and implement environmental programs.
  • Collaborates in the implementation of environmental activities that are integrated into City operations.
  • Interfaces with private and nonprofit sector members of the community inquiring about environmental requirements.
  • Organizes purposeful community engagement and public education programs that take advantage of new technologies and reach all aspects of the community.
  • Encourages teamwork, input, and involvement in environmental programs by student interns and community volunteers.
  • Accurately observes situations, documents and reports observations.
3. Support in the development of environmental initiatives.
  • Conducts research that supports grant applications.
  • Helps to refine new compliance programs and workflows.
  • Communicates program and compliance challenges to supervisor.

4. Performs other job-related responsibilities as evident or directed by supervisor, Environmental Programs Administrator, Public Services Director, or the City Manager.

Qualification Requirements

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying

Education & Experience:
  1. High School Diploma or equivalent and completion of 60 semester units from an accredited college in environmental science, business, public administration, or a related field of study. An Associates degree is desired.
Licenses & Certificates:
  1. Possession of a valid California Class C driver's license in compliance with adopted City driving standards.
Knowledge of:
  1. Current methods, materials and techniques for analyzing and tracking of program data.
  2. Research methods and the sources of information pertaining to areas of responsibility.
Skill in:
  1. Conducting studies, collecting and tracking information, and analyzing data.
  2. Maintaining accurate records and preparing clear, concise and competent reports, correspondence and other written materials.
  3. Evaluating program workflows and communicating challenges and/or solutions to supervisor.
  4. Organizing and coordinating the activities of public and private groups.
  5. Data processing and computer applications.
  6. Use of common office software including Microsoft Office. Experience with spatial data/ArcGIS is desirable.
  7. Providing outstanding customer satisfaction (internally and externally).
Ability to:
  1. Read and comprehend complex materials that may be technical in nature.

  1. Employees generally work 75% indoors and 25% outdoors.
  2. The work environment indoors is usually in a temperature-controlled office; some travel is required.
  3. While performing the duties of this job outdoors, the employee occasionally works in varying weather conditions and climates, visiting developed and undeveloped sites in various stages of construction, and traversing steep undeveloped terrain often adjacent to creeks.
  4. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to high level noises including but not limited to outdoor construction equipment.


Part-time, temporary positions are non-benefitted, at-will positions. Part-time employees are enrolled in the PARS retirement system and the employee pays 7.5%, which is deducted from the employees' payroll check. The PARS retirement system is in lieu of participating in social security. Part-time employees participate in the Medicare portion of social security as that is a required program.

You may accrue up to 40 hours a year in sick leave based on the number of hours worked within the year.
