Description

What You'll Do:

As the Program Analyst, Test Resource Manager (TRM), you will play a crucial role in the investigation, analysis, planning, design, development, implementation, testing, and evaluation of aircraft and aircraft-related equipment. The TRM will collaborate with the APMT&E (Acquisition Program Manager for Test and Evaluation) and LTE (Lead Test Engineer) to ensure that the program is well-prepared to execute tests, considering factors such as test assets, range usage, and facilities, ultimately leading to efficient and effective testing processes. The TRM will also manage test resources in a manner that fosters synergy, prioritizes results, and maintains a strong customer focus to support the program's goals.

Responsibilities include:

  • Efficiently allocate and manage resources required for testing activities, including personnel, equipment, facilities, and budget resources
  • Collaborate with the APMT&E and LTE to develop comprehensive test plans and schedules, ensuring all necessary resources are available and coordinated for successful execution
  • Be ready for assignment to any program office development effort, including those involving complex T&E of hardware and/or software related to engineering or functional requirements of military weapon systems, associated support systems, or management information systems
  • Continuously seek opportunities to optimize test resources, improve processes, and enhance the overall efficiency of the T&E program
  • Identify potential risks and challenges related to test resource management and develop mitigation strategies
  • Create and distribute daily flight and ground event schedules for the unit
  • Verify schedule availability and schedule events for aircrew and aircraft assigned
  • Act as liaison between Integrated Test Team and squadron
  • Conduct daily muster reports and track aircrew qualifications
  • Ensures test resources are managed in support of program goals and coordinates to ensure proper resources are available to execute the test program
  • Interpret long-range project goals to formulate a weekly schedule plan for all aircraft assigned to the effort charged
  • Develop, maintain, and coordinate weekly and daily flight schedules for all aircraft assigned to the effort charged
  • This position may require flexibility in working hours

Requirements

Who You Are:

  • At least 4 years of experience in program management, technical or business analysis discipline; and included in the four (4) years, there must be At least four (4) years of experience in program management, technical or business analysis; and included in the four (4) years, there must be two (2) years of professional experience in technical efforts supporting major weapon systems and components development
  • Demonstrated experience in the program/project status and schedules
  • Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series) is desired
  • Must have experience processing program acquisition, funding and contract documentation for military programs is desired
  • Bachelor's degree desired. With an associate's degree, an additional four (4) years of experience is required; OR an additional six (6) years of experience may be substituted for the bachelor's degree
  • You are able to establish and maintain positive relationships with internal and external customers
  • You have professional and effective communication skills, both verbal and written
  • You take a proactive approach to your work and you're able to accomplish tasks with limited guidance and supervision
  • You have demonstrated critical thinking and problem-solving skills
  • Your organizational skills allow you to effectively manage competing priorities
