JOB SUMMARY: The west facilities coordinator acts as the principal advisor to the West Clinic Operations Managers on all matters relating to facility management, engineering services, construction management and housekeeping services. Provides expert technical advice in the development of long-range plans and programs to assure the availability and adequacy of the Nation's facilities required for the programs carried out by Health Services. This includes determination of the feasibility of proposed new construction, improvements, and repairs involving modernization of old facilities to serve different purposes and to expand Health Services.

CPN Health Services personnel may be assigned to provide services to patients of all ages including but not limited to Indian Children and will require a criminal history background screening.
ESSENTIAL FUNCTIONS:

•Plan, implement and supervise the execution of integrated, sound and effective facility management programs encompassing operation, maintenance, repairs, improvements, and custodial services within CPN Health Services.

•Responsible for recommending allocation and distribution of funds in such a way as to provide logical, planned program of maintenance consistent with relative needs of the CPN Health Services.

•Recommend modifications to projects and programs considered necessary to meet the changing conditions to maintain acceptable standards and to provide an organization capable of managing, maintaining, and repairing buildings, structures, and utility systems in the prescribed manner.

•Review, analyze and evaluate the costs involved in the maintenance and operation of facilities and in providing the various services required.

•Determine which work should best be undertaken by contract and which by force account, utilizing a thorough knowledge of and broad experience in construction and maintenance fields.

•Prepare and/or supervise the preparations of plans and specifications for projects designed to accomplish the above.

•Assists subordinates and others in developing basic requirements for contracts developed for the purchase, sale, or disposal of utilities.

•Responsible for assuring conformity to all applicable regulations and building codes.

•Prepare findings of facts on disputes with the subcontractor involving technical aspects of contracts and recommend action to be taken.

•Conduct inspections of CPN Health Services to determine the extent of compliance with program policies, standards and prescribed procedures.

•Make evaluations of work in progress, analyze cost data and evaluate progress of construction programs and projects based on inspections and discussion with operational personnel.

•Devise and oversees the implementation of remedial action as required to eliminate causes of delay or inefficiency which may include changes in maintenance practices and procedures.

•Determine that building maintenance and utilities operate and are coordinated with other activities in such a way as to achieve the overall objective of providing facilities and services adequate for the needs of the Health Services.

•Direct and evaluate utilization of all CPNHS facilities

•Coordinate facility management program with other program directors, as well as other engineers and architects as required to provide effective programs and engineering assistance in the implementation of Health Services long-range plans and programs

•Assure that all installation of projects meet all security requirements and provides for continuity of operation in the event of emergencies or disasters which prevent normal operation.

•Other duties include moving heavy items such as office furniture, file cabinets and Displays; loading and unloading newly bought items; painting, operate some heavy equipment(s), maintain all heating and air units.

•Instruct / train staff, and administer tribal policies within CPNHS.

•Assist in conducting budget analysis, planning, and implementation.

•Coordinate program operations through departmental staff, counseling, and providing assistance as needed.
ADDITIONAL RESPONSIBILITIES:

•Perform other duties and projects as required by management

MINIMUM QUALIFICATIONS FOR CONSIDERATION:

•Professional knowledge and experience with mechanical, architectural, and structural engineering concepts, principles, and practices applicable to the full line of engineering duties

•Thorough and extensive knowledge of programming, budgeting, planning and operation of CPNHS facilities management program

•Familiarity with related disciplines (e.g. architectural, electrical, and structural engineering) to ensure that areas overlapping responsibilities between technical disciplines receive proper design considerations and that the total project objectives are met

•Knowledge to adapt standard practices and techniques to recognized discrepancies and deviations in projects

PHYSICAL REQUIREMENTS: Ability to work in the hot and cold weather. The ability to stand or walk for prolonged periods of time. Some bending, stretching and lifting.
