Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2,000 square mile watershed that extends 125 miles north and west of the City.

New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protections Bureau of Water and Sewer Operations (BWSO).

The primary responsibilities of the Bureau of Water and Sewer Operations are: the operation, maintenance and protection of the Citys drinking water and wastewater collection (sewer) systems; the protection of adjacent waterways; and the development and protection of the Departments Capital Water and Sewer Design Program. The Bureau also approves and inspects water and sewer connections performed by licensed plumbers and/or authorized contractors. In addition, the Bureau has overall responsibility for the approval and inspection of all public and private construction projects which could impact on the Citys water or sewer systems.

We are seeking to hire One (1) highly motivated Assoc. Staff Analyst to join our Capital Program Management Unit.

Working within BWSO Capital Program Management Directorate this position will be responsible for all BWSO Capital Budgeting responsibilities to secure Capital funding in alignment with the Bureaus strategic planning. Reporting to the Chief of Strategic Planning, the Staff Analyst II will serve as a Capital Budget Coordinator and will work with Bureau and Agency staff to develop, submit, and track Capital budgets, contracts, related exercises, and deliverables. Specific duties include:

- Coordinate, prepare, review, and submit BWSOs September, January and April Capital Budget Plans

- Align and balance the Budget Plans to reflect strategic priorities and direction from DEPs Capital Budget Management Office

- Review Capital Funding Certification memos for new Capital contracts and Change Orders

- Develop and maintain Standards, Policies and Procedures for BWSO Capital Budget

- Produce briefing summaries after each budget exercise to communicate results of published Capital Plan

- Provide support and/or coordination efforts during New Needs exercises

- Work with the Capital Program Delivery team to identify, maintain, and update project management and prioritization data and systems

- Track and report out on current status of projected and allocated budget

- Assist in developing, updating, and maintaining Capital Fiscal Commitment Report/Dashboard

- Work closely with the Chief of Strategic Planning to develop a Capital Improvement Plan (CIP) to manage and align the Strategic Plan with the Capital Budget

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.

4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.

5.A combination of education and/or experience equivalent to 1, 2, 3, or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in 1 above.
