Schedule: Monday-Friday; Regular business hours; some evening and weekend hours

Months of Employment: 12

Position Summary:

Develops the vision, mission, goals and objectives for human resources in collaboration with other district leaders to ensure that Rockingham County Schools (RCS) recruits, retains, develops, and recognizes a high-quality workforce that can manage ongoing change successfully while meeting the diverse needs of students, parents and the community. Under limited supervision, performs a variety of supervisory and administrative tasks in directing and carrying out RCS's personnel administration policies and procedures including a wide variety of human resources programs and activities. Work involves directing the development and/or coordination of programs and policies in such personnel components as recruitment, staffing, operation services, and employee relations. Employee also is responsible for interpreting existing personnel policies, regulations and procedures; addressing employee complaints or concerns; and acting as liaison to outside organizations and agencies involved in school personnel matters. Employee assists with developing strategic plans for the system. Employee must exercise initiative and independent judgment in ensuring proper administration of personnel programs. Employee must also exercise tact and courtesy in frequent contact with employees, elected officials and representatives of outside agencies and organizations. Reports to the Superintendent.

Education, Training & Experience:
  • Master's degree in education, public administration, business administration, or a closely-related field
  • Seven (7) years of education experience or human resources experience
  • Five (5) years of managerial experience
Preferred Qualifications:

Successful experience in teaching and public-school administration is strongly preferred

Essential Duties and Responsibilities
  • Ensure timely and efficient support of both certified and classified employees, including hiring-related processes and procedures. Ensure hiring is conducted in compliance with federal, state and local employment laws and regulations.
  • Develop and implement a recruitment process for the school system
  • Support the planning, implementation, monitoring, and evaluation of RCS's "New Teacher Support Program" for beginning teachers as well as experienced teachers new to the school system
  • Support the training for administrators in relation to the teacher evaluation process, including the state's NCEES online system
  • Support professional development programs (such as training for mentors, lateral entry teachers, NBPTS certification, and NCEES) for employees, including teachers and administrators, to achieve organizational goals
  • Plan and implement an evaluation system that addresses all position types in the school system
  • Coordinate student enrollment projections and staffing allotments
  • Support and approve employee leave options/plans
  • Investigate personnel concerns/misconduct
  • Accurately maintain records as required by state or federal laws, and Rockingham County Board of Education policies, and/or school-based requests, and adhere to confidentiality requirements of state and federal law.
  • Completes various HR reports and data requests (i.e. Personnel Actions, Department of Labor Compensation Survey, SS 200-300/EE0-5, Teacher Attrition, Vacancy reporting)
  • Implement and supervise a volunteer approval process
  • Implement and supervise a process to approve and place student teachers
  • Implement and supervise a substitute teacher approval process
  • Implement and supervise a non-faculty coach approval process
  • Plan employee recognition/celebration initiatives and events
  • Serve as the Superintendent's designee on personnel issues
  • Counsel principals and other administrators, both in an advisory capacity and by providing pragmatic assistance, on a variety of employee issues
  • Ensure that all Human Resources processes/procedures are fair and equitable as well as adhere to state laws, federal laws, local laws, and school board policies
  • Direct programs and processes to ensure all school system employees are afforded the right of due process through employee grievance hearings and investigations
  • Prepare recommendations for employment, promotion, and retention of all administrative, professional, and support employees and present them to the Board of Education
  • Prepare and recommend personnel policies and procedures that ensure the compliance with policies, laws, and regulations governing school system employees
  • Support and provide guidance for the implementation of Advanced Teaching Roles.
  • Attend all meetings of the Board of Education
  • Conduct staff meetings and attend other related meetings deemed necessary by the Superintendent
  • Oversee proper administration of licensure requirements for certified employees
  • Direct the preparation of annual reports on professional staffing for the North Carolina Department of Public Instruction (NCDPI) as well as miscellaneous reports for the school system and federal uses
  • Direct processes to ensure accurate management of personnel records and reporting
  • Perform other related duties as assigned
Knowledge, Skills & Abilities:
  • Thorough knowledge and understanding of federal, state, and local employment laws, regulations, and compliance requirements related to hiring, to include those pertinent to education systems
  • Strategic planning skills with the ability to develop and implement recruiting strategies aligned with the organization's goals, including planning and forecasting based on a solid understanding of long-term talent needs
  • Demonstrated proficiency with applicant tracking systems (ATS), Human Resource Information Systems (HRIS), and other recruiting software/tools
  • Proficient problem-solving capabilities with a proactive, data-driven approach to identifying talent-related trends in hiring and retention
  • Extensive knowledge of Rockingham County Schools (RCS) policies and procedures, the Beginning Teacher Support Program (BTSP), and the North Carolina Educator Evaluation System (NCEES)
  • Ethical conduct and confidentiality to include upholding high ethical standards and maintaining confidentiality regarding sensitive HR information and employee matters
  • Ability to maintain the confidentiality of employment information
  • Ability to maintain professional and emotional control under stress
  • Ability to communicate effectively, both orally and in writing, including preparing complex reports and making formal oral presentations
