PURPOSE AND NEED

Environmental Incentives, LLC (EI) is seeking to hire a Director of Operations and Finance for the anticipated five-year Global Health Risk and Capacity (GHRC) Mechanism funded by the United States Agency for International Development (USAID) through USAID's Global Health Bureau. The primary objective of the mechanism is to provide partners and Missions with support to work directly with local organizations across USAID/Global Health's portfolio, building on the successes and lessons learned from U.S. President's Emergency Plan for AIDS Relief's (PEPFAR's) local partner transition as well as other localization efforts across the Agency. The mechanism will support identifying, treating, and mitigating risks; provide effective and individualized capacity development support for programmatic and operational excellence; improve monitoring, evaluation, and learning (MEL); and improve Missions' ability to provide oversight and manage local partners.

As a part of the Senior Management Team of the GRHC activity, the Director of Operations and Finance will oversee the operational, financial, compliance, and administrative management of GHRC mechanism and ensure that project management advances the clients' vision for success over the life of the activity. Core responsibilities include supporting a successful contract start-up including aligning project-specific planning, budgeting, and reporting tools with EI's corporate tools and systems. With the Project Director, you will oversee and manage the financial performance of the contract and will provide regular, clear, and actionable budget information to USAID clients who fund core and buy-in activities. You will ensure contract compliance with all USAID legal and policy requirements, helping the implementing team, including subcontractors, develop and use systems that will support compliance while also delivering tailored, client-responsive services to buy-ins from Missions around the world. The Director of Operations and Finance will lead a four-person project management team within GHRC (that may grow with demand) to oversee core and buy-in budget management, consultant backstopping, subcontractor management, and project management and reporting functions.

The candidate will also engage with EI's Program Management Unit Service Line to increase the effectiveness of GHRC by drawing on company knowledge and resources, and disseminate company best practices, policies, tools, and processes within GHRC. Further, the candidate will engage in company-level processes, such as corporate reporting and forecasting, annual strategic planning, and operations decision-making and support.

RESPONSIBILITIES
  • Oversee and manage all contractual, operational, and financial aspects of GHRC.
  • Act as the primary partner to the Project Director and member of the GHRC Senior Management Team, ensuring smooth delivery of services and client satisfaction achieved through excellent project management leadership.
  • Lead a four-person program management team to execute key functions of GHRC program management such as core and buy-in budget management, consultant and subcontractor management, and compliance.
  • Lead the development, implementation, and uptake of tools, standard operating procedures, and other guidance documents related to GHRC program management.
  • Create the vision and lead PM team to execute the critical path of GHRC program management, including planning and monitoring tasks and milestones for all stages of program implementation from startup through closeout.
  • Lead processes and collaborate with technical staff to develop and ensure effective communication and timely delivery of all required project deliverables such as work plans, monthly meetings, retreats, annual reports, etc.
  • Oversee negotiations, engagement, and effective management of subcontractor and consultant activities and funds.
  • Work with other EI teams, clients, subcontractors, and independent consultants as needed for implementation of complex project tasks, programming, and other activities.
  • Manage Senior Program Manager and/or Program Manager(s).
QUALIFICATIONS

Minimum Qualifications
  • Bachelor's degree and nine years of relevant experience or Master's degree and seven years relevant experience or equivalent combination of education and experience.
  • Demonstrated experience leading USAID project management functions, including managing buy-ins, multiple tasks, contracts, consultants, subcontractors, clients, and stakeholders.
  • Supervisory experience of other program management staff.
  • Demonstrated experience in USG procurement regulations, practices, and documentation.
  • Experience in financial management of large international projects with buy-in mechanisms.
  • Experience leading budgeting, cost estimating and tracking for international development projects.
  • Experience in project management procedures for planning and processing international development projects, and for establishing plans, specifications, monitoring, and management of the development projects.
  • Experience and knowledge of FAR, USAID ADS, AIDAR and business practices.
Preferred Qualifications
  • Demonstrated experience facilitating project startup and/or closeout processes for PEPFAR-funded projects.
  • Experience developing project management processes and supporting teams in adopting them.
  • Experience managing one or more professional staff, motivating them to achieve organizational goals, and coaching other team members.
  • Experience providing technical input to products and initiatives as a member of a team and facilitating the development of work products and initiatives across large, diverse teams.
  • Professional proficiency in Spanish, French, or other languages.
Knowledge, Skills, and Abilities
  • Ability to solve technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
  • Ability to collaborate with, listen to, respect, and celebrate the contributions of others, including others of different cultural backgrounds.
  • Strong process management skills and ability to produce quality products as scheduled.
  • Highly organized with excellent verbal and written communication skills, as well as strong facilitation and copy-editing skills.
  • Advanced to expert knowledge of MS Office suite (particularly MS Word, Teams, PowerPoint, and Excel) and Google Suite (Gmail, Calendar Google Drive/File Stream, Sheets, Docs).

BASE STATION AND COVID-19 POLICY

This opportunity is a full-time position. The preferred location for this role is in Washington, D.C., however, exceptional remote candidates will be considered. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.
