Basic Function

Coordinates compliance and internal control assessments and audits for the entire supply chain organization at Aramco Services Company (ASC). As a recognized company expert in procurement, provides counsel and advice on all corporate procurement aspects and handles specialized, non-standard issues that require evaluation or technical understanding beyond the scope of purchasing staff. Gives day- to-day work guidance within their unit or group and coordinates operational excellence, and procurement instruments enhancement initiatives as assigned.

Duties & Responsibilities

  • Develops, presents and works with various ASC business units to design effective compliance and internal controls and implements recommendations to strengthen controls, prevent fraud and improve supply chain operations.
  • Conducts and serves as the primary point of contact for various internal audits to ensure compliance with established procedures.
  • Prepares risk assessment reports and materiality processes as well as deficiency evaluations. Prepares periodic reports of observations and conclusions for P&L Management.
  • Provides procurement expertise in areas such as identification of materials requirement, requisitioning, price development, vendor selection, ordering, expediting, shipping, and invoicing.   
  • Serves as project leader or advisor on special assignments, dealing with programs and problems related to Supply Chain Management (SCM) and Supply Chain Management Manual (SCMM).
  • Participates in the development and execution of policies designed to provide sound economic bases for the procurement of Company materials.      
  • Serves as a negotiator or member of a team representing the Company in developing and concluding major procurement contracts, purchase agreements and other purchasing transactions. Assists and supports the Procurement Division staff engaged in the development negotiation of Purchase Agreements.
  • Conducts special studies and compiles and evaluates performance data relative to special aspects of the purchasing functions, such as bid tabulation techniques, provisions for currency fluctuation, and procurement cycle times.
  • Performs other duties as assigned

Education and Experience

  • Bachelor's degree in Supply Chain Management (SCM), Purchasing, Materials Management, Business, Operations Management, Engineering, Computer Science, MIS or closely related degrees. MBA or graduate-level degree in Supply Chain Management, Engineering, or Operations Research is desirable.
  • Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) or Certified Supply Chain Professional (CSCP) by APICS; with one (1) each being desirable.
  • Certified in Production & Inventory Management (CPIM) by APICS is desirable. Equivalent certifications from the ISM, APICS or CIPS are acceptable.
  • Appreciation for the value of materials and services in the terms of both initial and installed cost. Technical understanding outside of the scope of most of the procurement team.
  • Thorough knowledge of SAO and ASC Supply Chain policies and procedures.
  • Inspires management confidence to independently handle specialized purchasing requirements or individual transactions of a difficult or significant nature.
  • Ability to analyze various factors, be alert to shifting conditions in the marketplace, and use good judgement to make sound recommendations and decisions.
  • Proficient with business software applications.
  • Typically, at least ten (10) years SCM experience using SAP within a Petrochemical Operating Company, Manufacturing Plant Operation, or Engineering-Procurement-Construction (EPC) Environment as a Procurement Planner in an Operational-Manufacturing setting or as a Contract Representative in a Project-Procurement-Management organization; or other related material activities.
  • Must be able to comprehend and communicate accurately, clearly and concisely in English.
