Position Description

Candidate may be responsible for managing a group of cybersecurity team members who are responsible for implementing, documenting, and enforcing cybersecurity within the DITAC Department.

Candidate should have advanced application and mastery of IS plans, and functions, and is responsible for the management of complex projects, and initiatives with large scope and meeting tight deadlines.

The team is composed of team members with diverse skills and experience, and includes both contractors and other government employees. The incumbent is responsible for supporting this team’s success by mentoring and guiding the team members in a highly technically and politically challenging field.

Incumbent may assist with tasking, coordinating and managing cybersecurity activities for a group of ISSO and SA team members. Lead ISSO along with the ISSO and SA team members are responsible for implementing, documenting, and enforcing cybersecurity within a Research, Development, Test, & Development (RDT&E) weapons testing and lab environment. The team is composed of members with diverse skills and experience, and includes both contractors and other government employees. The incumbent is responsible for supporting this team’s success by mentoring and guiding the team members within an operational weapons system laboratory environment.

Incumbent will act as the primary subject matter expert and must regularly and clearly communicate with the laboratory representatives and leadership. Assist the Department and/or Command Information Systems Security Manager and the cybersecurity team in implementing Risk Management Framework (RMF) accreditation and cybersecurity strategy across the customer and/or department organization, including but not limited to: review and development of cybersecurity policies and procedures, participate and/or conduct activities related to user awareness and education, project management, risk communication and team building.

Incumbent should have excellent written and oral communications skills and a customer support mindset. Implementation of cybersecurity in weapons systems laboratories requires incumbent to be able to balance the requirements needed for both cybersecurity and keeping daily operations running smoothly. The incumbent acts as both the project manager and the technical lead for those projects, performing risk assessments for changes and continuous monitoring.

Ensure cybersecurity incidents are reported and actions are taken in accordance with NAWCWD Incident Response Plan procedures.

Ensure junior ISSOs are trained, tasked, and provide deliverables on schedule and within specifications.

Promote cybersecurity awareness with business area CSWF staff, lab management and users and provide annual training on topics such as data transfer procedures, incident response procedures, and command cybersecurity policies.

The incumbent must regularly and clearly communicate with the NAWCWD laboratory representatives and leadership. This communication includes both technical and business requirements, ensuring that their team members are appropriately placed and supported to support a large number of unique customers.
