The primary purpose of this position is to manage the Accreditation (CALEA) and State Certification process as well as be responsible for the Crime Analysis function for the police department.

Essential Duties and Responsibilities:
General Accreditation / Certification Manager Duties:
Administers an accreditation process that ensures compliance with standards developed by CALEA and the State of Georgia.
Directs on-site inspections of compliance with GACP. Prepares and submits annual agency reports to GACP.
Reviews Police department and City policies, as they relate to accreditation/certification standards, for compliance and then evaluates accreditation needs; and identifies, implements, and manages the application of accreditation standards to meet CALEA and the State of Georgia requirements.
Maintains current information on accreditation/certification standards, and the interpretation and application of accreditation/certification standards through active participation with appropriate accreditation commissions and professional associations.
Represents the department at conferences for accreditation/certification award recognition and any appropriate training.
Acts as the department liaison to CALEA and other Law Enforcement Agencies involved in the accreditation/certification process.
Maintains accurate, up-to-date files by ensuring the timeliness of reports and inspections monthly, quarterly and annually. Monitors records and systems and advises agency personnel with regards to maintaining accreditation/certification standards.
Plans, organizes, coordinates, directs or conducts administrative or management studies relating to accreditation/certification. Determines analytical techniques and information-gathering processes and obtains required information and data for analysis; analyze alternatives and makes recommendations. Discusses findings with management staff and prepares reports of study conclusions; assists in developing and implementing departmental or program goals and objectives. Gives presentations as directed.
Demonstrates continuous effort to improve operations, decreases turnaround times, streamlines work processes, and works cooperatively and jointly to provide quality seamless customer service.
Plans and monitors accreditation/certification on-site assessments and maintains appropriate records relating to accreditation/certification activities. Takes the lead role while getting the department prepared for mock and on-site assessments.
General Crime Analyst Duties:
Provide information to Police personnel for decision-making purposes; present analysis and statistics in various internal and external forums; and participate and provide information to Police/City committees.
Develop statistical data resources to assist in proactive and targeted investigations, preventative enforcement and education, identification of theft patterns, trends and criminal organizations, and identification of known and repeat offenders.
Develop and manage databases, data system integrity and security, electronic spreadsheets, desktop publishing, word processing and statistical applications.
Manipulate, analyze and present data.
Respond to ad hoc requests from Command Staff and other units of the department for meetings and briefings.
Interact and communicate with Police personnel and the community on crime analysis/research issues; and respond to requests for various information and statistical reports.
Develop and maintain Tactical, Strategic, Administrative and Operational analytical capabilities. Perform a variety of strategic, tactical, and administrative duties relating to the systematic process of collecting, categorizing, analyzing, and disseminating timely, accurate, and useful information that describes crime patterns, crime trends, and potential suspects.
Provide information and analysis findings in a format that allows for its use by all appropriate personnel and divisions of the Department.
Prepare a variety of reports such as crime information and patrol bulletins, monthly and quarterly activity summaries, department annual reports and specific statistical/research reports as needed.
Compile information, analyze findings, make interpretations, and write comprehensive reports based on data; use these findings to identify information gaps and future collection requirements and forecast trends to aid in staffing and deployment of police personnel.
Make written and oral presentations, using maps, charts, and graphs, to inform police officers, detectives, investigators and Command Staff of emerging or existing crime series, patterns, and trends, as well as suspect and victim profiles.
Develop and produce crime maps using geographic information systems (GIS) applications and conduct spatial analysis of crime data.
Collect and organize criminal information from all available resources, including the field interview reports, intelligence sources, other agencies, media, crime bulletins, review of crime reports and supplements, informational surveys, and retrieval of crime information in order to study and analyze past and existing crime series, patterns and trends.
Determine any assistance that could be provided to patrol or investigative units assigned to an incident including offender, victim, and MO pattern research.
Create profiles of known offenders and arrestees and research their past crimes through multiple databases or other available sources in order to establish their MO(s).
Analyze known offenders' MO's and establish timelines to perform suspect/crime correlation in order to provide suspect leads and targets for surveillance or directed patrol.
Collect and route crime bulletins from surrounding law enforcement agencies; highlight relevant information or provide commentary as to the nexus to the City and assesses offenders' risk level as it pertains to officer safety concern.
Research crimes within and outside the jurisdiction to help identify crime patterns and series.
Provide timely and actionable information and intelligence regarding past, present and future crimes and crime trends.
Work with Command Staff to streamline processes related to data collection and data retrieval.
Develop rapport with outside agencies and law enforcement and legal personnel and make arrangements for case information exchange.
Attend regional meetings of law enforcement personnel in order to share and receive information on crime series and trends, wanted suspects and major cases, crime series, patterns, new methodologies, and developing tools. Share information gleaned at such meetings as relevant to department personnel for increased awareness, response planning or investigative support.
Attend training and study current literature on research methodology and police issues, and make appropriate recommendations for improvements in crime analysis practices.
Creates and disseminates BOLOs, processes and sends Crime Stopper reports, and other special projects as assigned.
Qualifications
Education and/or Work Experience Requirements:
Minimum Qualifications:
Any combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.
Bachelors degree from an accredited college or university with major course work in public administration, law enforcement, criminal justice or a related field is desirable.
Five years of progressively responsible experience in an administrative function; including three years of related work experience as a research analyst, paralegal, other legal or law enforcement experience; or equivalent related work experience in accreditation/certification, or policy writing.
Experience in CALEA accreditation and State of Georgia certification is desirable.
Complete Georgia and CALEA Accreditation Managers training within one year of appointment.
Experience with PowerDMS software and the associated administrative functions of the software.
Preferred Qualifications:
Previous experience as a Certification Manager.
Completion of the State Certification Manager Course.
Licensing Requirements:
Valid Drivers License from State of residency.
GCIC/NCIC Certification within six months of hire.
Crime and Intelligence Analyst certification from California State University, Sacramento within one year or at department discretion.
