Position Objectives: The Information Technology Director is responsible for the overall planning, administration and maintenance of the City’s technology infrastructure and services. The Director plans and implements new technology solutions and improvements to the City infrastructure and supports the efficiency of City operations through secure and integrated technological systems. The position reports to the City Manager and is responsible to all City Departments and personnel for IT-related matters. The Director supervises a staff of one responsible for help desk support and system maintenance. Duties and Responsibilities:

Analyze existing systems and applications in relation to the City’s operational requirements; investigate and recommend new technical solutions; Anticipate and plan for future technology needs; identify proactive improvements; Ensure the consistency and maintainability of existing software applications and systems; create, maintain, and enforce standards/procedures for implementing technical solutions and new software; Oversee network security City-wide; monitor system security and implement immediate precautions against possible intrusions; Coordinate with City Clerk concerning records management; oversee electronic storage, sharing of files, and record retention in accordance with City’s records retention policy; develop electronic file retention strategies; facilitate removal/reorganization of aged/duplicative materials to improve efficiency and usefulness of network resources; Explore and foster awareness of new/innovative uses of technology to improve efficiency in City operations; Develop and implement a disaster recovery plan for the City’s electronic records and technology systems; Serve as liaison between City users, service providers and contractors in the areas of system continuity, application updates, system modifications and trouble-shooting; Coordinate technology training for City staff; ensure legal and ethical use of technology; Maintain inventory of technology hardware, peripherals and software; coordinate purchases of same; oversee associated license management, software updates; server operations; Direct the execution of upgrades, updates, backups, and archiving according to a documented schedule; Direct the repair, assembly, installation and troubleshooting of new hardware systems; Oversee the management of the City’s telephone system and integrated services; Plan, direct, manage, supervise and coordinate the work load of the department; Develop staff through coaching and mentoring; identify training needs and opportunities; oversee staff training to maintain proficiency and professionalism; Oversee help-desk support to City users; resolve escalated issues as necessary; Advocate for financial resources to improve and accomplish maintenance of City technology systems; Prepare draft department operating budget; monitor and track expenditures; draft budget amendments as necessary; Monitor, track, and improve internal controls and customer service; Establish and foster relationships with service providers and third-party vendors; Assist in the development of and implement goals, priorities, policies and procedures relating to the City’s technology systems. Bachelor’s degree in computer science or related field; Master’s degree in relevant field preferred; Five years of responsible experience in the management of a similar system infrastructure; Must be able to obtain APSIN (Alaska Public Safety Information Network) clearance upon hire. NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

: Extensive knowledge of the principles, concepts, terminology and practices relating to technology systems and networks; Knowledge of internal control procedures relating to information systems; Demonstrated ability to distill technical information into concepts and procedures that staff with a non-technical background can understand; Ability to read, analyze, interpret, and apply highly technical information; Ability to communicate effectively, orally and in writing, with employees, City officials, outside agencies and the general public; Ability to analyze and solve complex technology-based problems; Ability to maintain confidentiality. PHYSICAL DEMANDS While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walks, use hands to finger, handle or feel and reach with hands and arms WORK ENVIRONMENT The job operates in a professional office environment routinely using standard office equipment. Travel between local worksites is frequent; travel outside of the community is rare. The position is overtime exempt under FLSA with the expectation of work hours and days Monday through Friday, 8 am until 5 pm, unless job-related tasks require additional time.
