Job Description Description: The Subject Matter Expert – Acquisition Management will play a pivotal role in facilitating the convergence of all acquisition and lifecycle management elements, including business strategy, federal budgeting, program/project management, and federal contracting. The primary objective is to improve coordination and overall processes to enhance outcomes. The ideal candidate will bring a wealth of knowledge and experience to develop and deliver training courses and modules for adult learners, specifically focusing on the Acquisition Lifecycle Framework (ALF). Requirements:

Key Responsibilities: - Facilitate the integration of business strategy, federal budgeting, program/project management, and federal contracting to enhance acquisition and lifecycle management processes. - Develop and deliver specialized training courses and modules for adult learners, focusing on the Acquisition Lifecycle Framework (ALF). - Utilize applied learning development techniques to ensure the effectiveness of training programs. - Provide comprehensive and cohesive subject matter expertise in strategy and management, program/project management, and contracting, with a deep understanding of VA operational and regulatory environments. - Ensure adherence to federal and agency mandates in acquisition management processes. - Collaborate with stakeholders to identify areas for process improvement and implement strategic initiatives to enhance overall performance.

Required Qualifications: - Master’s Degree in a related field (may be substituted with additional relevant experience). - Project Management Professional (PMP) certification is preferred. - Lean Six Sigma Black Belt is preferred. - Minimum of 10 years of experience in acquisition management. - Demonstrated ability to develop and deliver training courses and modules - Extensive knowledge of program/project processes, principles, concepts, and lifecycle management concepts. - In-depth understanding of Department of Veterans Affairs acquisition management processes and federal and agency mandates. - Applied learning development and delivery capabilities. - Comprehensive subject matter expertise in strategy and management, program/project management, and contracting.

Experience: - Minimum of 10 years in acquisition management. - At least 5 years of experience in developing training courses and modules for adult learners. - Demonstrated expertise in acquisition and lifecycle management, federal budgeting, program/project management, and federal contracting.

Skills and Competencies: - Strong facilitation and coordination skills. - Ability to improve processes and outcomes through strategic initiatives. - Proficiency in developing and delivering effective training programs for adult learners. - Excellent communication and collaboration abilities. - Strong analytical and problem-solving skills.
