Summary As the Supervisory Training Specialist you will oversee the Training and Document Control Unit which is responsible for cataloging, tracking and maintaining location specific quality management and training documents, coordinating with other unit leads to collate all standard operating procedures (SOPs), guidelines, manuals, checklists and other entity documents which support the science and operational programs of the National Bio and Agro-Defense Facility (NBAF). Responsibilities The duties may include, but are not limited to: Serves as operational manager, administrator, and subject matter expert in the planning, prioritizing, development and implementation of Individual Education and Training Program. Ensures the facility creates the most effective and efficient objectives regarding individual training requirements for the entire force structure. Responsible for conducting continuous analysis of course requirements and recommending appropriate training that should be integrated into the training process. Serves as operational manager, administrator, and subject matter expert in the planning, prioritizing, development and implementation of the Document Control Program Manages a document management database to include ensuring timely data entry, and quality control and quality assurance of the data. Uses experience and technical expertise in design, development, and review of products and materials including Standard Operating Procedures, Work Instructions, Policies, Manuals and other materials. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Producing complete, self-contained, training products (courses, aids, methods, training plans, etc.) along subject-matter or functional specialty area lines. Reviewing and evaluating new audiovisual aids that affect an entire type of course or planning and conducting validity and reliability studies to analyze test items. Developing complete, full-length courses (or major coarse units of comparable scope) in an established subject field for instructor use within a science program. Managing a comprehensive document control system and providing guidance to others in the appropriate handling of unit documents. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
