The Position

Incumbent works under the direction of an assigned supervisor or designee, completing appraisals utilizing accepted mass appraisal techniques of residential or commercial property.

Essential Functions
  • Inspect property parcels and structures, record property characteristics (e.g. area measurements, improvements, condition, quality, positive and negative influences) and prepare field sketches.
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
  • Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
  • Obtain and record pertinent information in the Computer Assisted Mass Appraisal (CAMA) system.
  • Utilize Assessor resources, public information and other related market data to appraise new construction, existing structures and land.
  • Follow established office procedures and verify and maintain accurate records.
  • Estimate market values in neighborhoods and submarkets.
  • Select valid comparable properties for estimating and supporting property values.
  • Utilize standard appraisal methods (e.g. cost, sales comparison or income approach).
  • Prepare and present assigned area case testimony, evidence and documentation in defense of valuations in formal and informal hearings.
  • Perform statistical calculations (e.g. fractions, percentages, ratios, dispersion coefficients, pricing differentials).
  • Set appropriate value for new construction (e.g. reviewing building permits, estimating completion percentage, applying present worth discounting).
  • Track new construction through completion utilizing the CAMA system.
  • Receive and respond to property owner inquiries and complaints regarding assessed values explaining property values and informing property owners of appeal procedures.
  • Assist in assessment training.
  • Remain aware of regulatory, tax law, and procedural changes.
  • Maintain a positive image of the Assessor/Register of Deeds.
  • Maintain job knowledge and skills (e.g. research, webinars, seminars, conferences, continuing education).
  • Safely operate a motor vehicle when required to travel on County business.
  • Report to work with regular, consistent attendance.
  • Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements
  • Bachelor's degree from an accredited college or university in real estate required.*
OR
  • Real Estate License, plus four (4) years of appraisal experience required.
OR
  • Completion of International Association of Assessing Officers (IAAO) 101 Certification required.*
OR
  • One (1) year of mass appraisal experience or two (2) years of appraisal experience required.*
  • One (1) year of MSOffice experience required.
  • Experience with appraisal/assessment software preferred.
  • Valid driver's license upon hire and maintained throughout employment required.
  • Completion of a pre-employment criminal record check and conditional offer drug screen required.
  • *Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

  • Work is generally performed in an office setting and outdoors in a variety of locations. Noise level is usually moderate. Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources and uncooperative/irate individuals.
  • Work requires some physical activity, including extended periods of walking, standing, frequent reaching, and occasional climbing, carrying, balancing, kneeling, crouching and bending. Incumbents must have the agility, balance and strength to maneuver over rough terrain, around various obstacles on foot. Work also requires the ability to frequently lift and/or carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
  • Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, depth perception and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbents must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
