Job Description:

SUMMARY

Working under the direction of the Operations Manager, incumbent manages all areas of the foster program including the placement and care of all foster animals. Incumbent is responsible for recruitment, programming, coordination, supervision, and training of all fosters. Incumbent serves as back up for the volunteer program. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.

Planning/Implementation
  • Designs, implements, and updates foster homes application forms, eligibility, assignment protocols, handbooks, training manuals, ongoing on-site training, and monthly reports;
  • Designs, researches, and implements on-going recognition, appreciation, and motivational programming for foster homes; Creates innovative ways to help retain qualified foster homes;
Information/Communication
  • Understands and can discuss a variety of common animal viruses, infections, illnesses, and diseases with fosters including how to properly disinfect and clean if an exposure occurs;
  • Collaborates with appropriate divisions regarding placement of foster animals when returning to the shelter;
  • Creates programming for foster families to promote the adoption of the foster candidate, including offsite locations or events;
  • Establishes on-going liaisons within the community and attends and/or participates in professional and community meetings to recruit interested parties for the foster program and fundraising opportunities;
  • Attends off site foster events for coordination and evaluation to ensure adherence to policies and procedures as well as event specific instructions if events involve fosters with no other supervisor present; Events are normally held outside of regular business hours including evenings and weekends; On-call supervisor may contact Foster Coordinator if issues arise;
Management/Operations
  • Supervises, recruits, trains, and guides approximately 100 active fosters homes, while ensuring timely placement of animals eligible for the foster program and ensures adequate supplies are available;
  • Schedules foster animals for a variety of appointments not limited to sterilization, vaccinations, and recheck appointments with the medical team;
  • Determines eligible animals for foster care and consults other supervisors and team members when needed; Provides and ensures strict guidelines for care are maintained and documented; Provides instructions on non-critical issues to fosters; consults with medical team on extreme medical cases;
  • Performs medical exams on current and eligible foster animals including vaccinations, microchipping, administering dewormer, and other medications under direction of the shelter veterinarian;
  • Manages, coordinates, and administers the daily operations of the foster program; Monitors and evaluates the efficiency and effectiveness of foster program;
  • Investigates and screens potential foster home applicants; Conducts interviews, determines eligibility, and creates assignments for selected fosters homes that will make the best use of an individual's talents while ensuring the needs of the agency are met;
  • Performs duties within generally accepted methods of operation but must use judgment in selecting pertinent guidelines and in adapting standard methods to ensure motivational, positive, safe, and rewarding experiences for foster homes;
  • Prepares an annual budget for the foster program to be presented to the Animal Care and Control Commission for approval; Provides financial and statistical reports to the Director to support funding requests if new programming is sought; Controls and monitors expenses of foster programs and activities; Tracks and maintains revenues and expenditures of the foster program.
Document Management, Processing & Analysis
  • Maintains proper documentation on animals in foster care including but not limited to medical issues and behavioral changes;
  • Maintains detailed database of foster home availability, scheduled hours, placement, skills, and contact information; Maintains departmental statistics relative to foster homes and foster animals, hours needed, hours worked, volume, and turn-over rate;

PERFORMANCE EXPECTATIONS

The incumbent is responsible to manage their performance in accordance with this job description and the performance expectations provided to them by management. Management will work with the incumbent, as needed, to ensure performance expectations are clearly communicated and performance goals are achieved.

SUPERVISORY RESPONSIBILITIES

Incumbent directly supervises employees in the foster program. Hiring, training, and discipline are the responsibility of the incumbent, including the handling of reprimands or grievances according to City policy and procedures. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training foster individual; planning, assigning, and directing work at various times of the workday and weekend. Appraising performance; rewarding and disciplining foster individuals; addressing complaints and resolving problems and terminating a foster's relationship with the agency if necessary.

EDUCATION and/or EXPERIENCE

Bachelor's Degree in animal sciences, social sciences, liberal arts, or a related field and two years' experience in a supervisory capacity (supervision in a volunteer or foster coordinator capacity is preferred) or five years' experience working in a high volume animal shelter with advanced experience and knowledge of the operations of the organization and demonstrate this knowledge through working in multifaceted roles within the shelter with concentration in behavior, animal care, medical procedures, and employee management and scheduling.

OTHER SKILLS and/or ABILITIES
  • Strong organizational skills with the ability to attract, maintain, train, supervise, encourage, and reward fosters;
  • The ability to learn and convey the concepts of governmental animal control, pet overpopulation, responsible pet ownership, animal care and handling, and euthanasia;
  • Practical knowledge of the principles, practices and techniques of animal care including knowledge of common animal illnesses, animal behavior, animal euthanasia, diseases, and the husbandry of multiple species;
  • Ability to apply the basic methods of animal are and kennel sanitation practices necessary to ensure the health and safety of all shelter animals;
  • Ability to perform a nationally recommended temperament test and select animals suitable for adoption, placement into foster care, placement into rescue, or euthanasia;
  • Ability or develops the resources to restrain, handle, and maintain any species that may come into the department's custody with the goal of stress reduction at all points of care and handling;
  • Ability to administer community outreach programming incorporating foster homes to do so and to maintain a positive attitude with the public and strive toward a positive public image of our programming;
  • Must have excellent written and verbal communication skills and be self-motivating;
  • Must possess advanced computer skills.

LANGUAGE SKILLS

Work in the shelter and out in the community in both hands-on activities with animals and foster homes as well as in public speaking environments. Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Write routine reports and correspondence. Speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS

Calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Apply concepts of algebra and geometry.

REASONING ABILITY

Incumbent is expected to make substantial contributions to structure, design, and maintenance of the entire volunteer program. Incumbent must have the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Incumbent must deal with intricate personnel/volunteer interactions as well as with volunteer relationships with the animals and the public. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
