Capital Project Division Manager

The City of Redmond Public Works Department is seeking a strong leader to manage the Capital Projects Division.
As the
Capital Project Division Manager , you will be responsible for the implementation of the strategic plans and objectives that achieve citywide business objectives through the construction of capital infrastructure projects that can include everything from building remodels to major transportation and utility infrastructure expansions.
Under the direction of the Public Works Deputy Director of Infrastructure and Mobility, the
Capital Project Division Manager
provides program oversight and ensures appropriate governance related to all aspects of the development, management, and completion of the City’s capital projects. The ideal candidate has demonstrated experience managing multiple types of public infrastructure through the various project phases of project development, design, property acquisition, construction, and close-out. You will lead the project prioritization and prioritization processes with respect to business alignment and capacity to execute.
As the
Capital Project Division Manager , you are the lead for capital project delivery for the City.
The Capital Projects Division consists of two teams of project managers, two engineering supervisors, construction inspectors, a capital program planner, and two program coordinators. The successful candidate will work to improve processes for project teams to do their jobs by reducing bureaucracy, provide training, coaching, mentoring and quality assurance.

This is a hybrid position that offers up to two telecommuting days per week. As the
Capital Project Division Manager , your key responsibilities include:
Overseeing the performance of the various programs that implement capital projects throughout the City.
Lead and facilitate the Portfolio Management Committee (PMC) and the Governance Committee (GC) meetings.
Oversight of project development, design, construction, and closeout of city capital projects
Provide technical and policy guidance in the design, development, and implementation of transportation, utilities, parks, and facilities projects.
Management of capital projects division staff, which includes professional growth and training.
Participate in the development and implementation of division goals, objectives, policies, priorities, and budgets for assigned programs, projects, and services; and makes recommendations and forecasts for future funds needed to sustain assigned program functions.
Manage the fiscal oversight of the capital investment program (CIP) and division operations.
Produce reports and make presentations to the Mayor, City Council, and other select committees.

Education and Experience:
Five years of capital project or program management work experience;
Two years supervisory/managerial experience, with demonstrated progressively responsible leadership experience.
High school diploma or equivalent;bachelor’s degree in related field preferred;
Demonstrated work on public sector or municipal capital projects design and construction strongly preferred.
Solid understanding of project management principles and understanding of how to put them into practice.
Equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
Licenses and Certification:
Valid Washington State driver’s license may be required.
Professional Engineer (PE) certification or similar certification in construction management strongly preferred.
Project Management Professional (PMP) certification preferred.
