VPU Context

Operations Policy and Country Services (OPCS) plays a pivotal role in achieving the World Bank Group's mission. OPCS is responsible for designing Operational Policy and assists frontline staff in delivering results to clients through strong country team support. OPCS serves as a link between the Practice Groups and the Regions. OPCS develops and oversees the Bank's operational policies for country partnership frameworks, financing operations, advisory services and analytical support, procurement, and environmental and social safeguards. It also oversees the Bank Group's Corporate Scorecard, coordinates operational delivery on behalf of the MDO, is the operational complex focal point for the W (Budget) process and the Group Business Review (GBR), manages interactions with the Bank's oversight units (IEG, IAD, IPN, and INT), and is the network for the Country Community stream (CDs, CMs, Ops Managers and other COS-mapped positions and staff).

OPCS provides advice and support to World Bank management and staff as well as hands-on assistance to help operational teams comply with the Bank's policies, processes, and risk management tools for our country clients. Working in OPCS helps World Bank professionals gain broad exposure to strategic operations issues and develop a deeper understanding of the business of the Bank.

OPCS's 180+ staff are organized in three departments:

1. Operations Policy (OPSPO), consolidates the corporate support and oversight of country partnerships and all financing instruments as well as ASA and managing the Operations Help Desk, serving as the Secretariat of the MDO-chaired Operations Committee and Operational Vice Presidents meeting. 2. Standards, Procurement, and Financial Management (OPSPF), is responsible for safeguards, procurement, and financial management, and 3. Strategy, Results, Risk and Learning (OPSRL) focuses on Bank strategy, strengthening results and effectiveness throughout the institution, including the Corporate Scorecard, support to the results and country directors' communities, and portfolio monitoring and oversight. It is responsible for the risk framework, learning governance, operational learning (including IPF and DPF TTL Accreditation processes), and COS Community Engagement.

Unit Context

OPSLE is one of two units in the OPSRL Department. In addition to coordinating OPCS staff learning (including the VPU's onboarding and mentoring programs), the unit is responsible for the Operations Learning program of the Bank.

The Operations Learning team is responsible for the development and delivery of all staff learning on operational instruments, policies, and processes.

On a yearly basis, the learning program reaches about 8000 staff in over 150 learning interventions, ranging from short operational clinics to longer Academies and e-learning modules. Topics covered include FBO, CPF, IPF, DPF, PforR, ASA, RAS, M&E, Results, Risks and include the Accreditation of IPF and DPF TTLs and the A2D Operations Curriculum. Additionally, OPSLE co-hosts the World Bank Staff Learning Governance function along with PaC which establishes institutional policy and guidance for the receipt and delivery of staff learning across the Bank. Governance of staff learning is structured upon a VP-level decision-making body, chaired by the OPCS Vice President, and a Learning Governance Secretariat, chaired by the Manager, OPSLE. The Secretariat serves in an overall coordination role for implementation of staff learning policies, procedures, and strategic initiatives. A community of WB learning coordinators, the Advisory Group for Staff Learning (AGSL), is also co-chaired by the Manager, OPSLE and Manager, PACLS, and coordinated by the Secretariat.

Responsibilities:

Data collection, reporting, and analysis :

• Collect and report learning metrics for OPCS corporate operational learning programs. Prepare data for analysis by merging, reviewing, profiling, and cleaning data sets from different sources and units in the World Bank.

• Analyze and cross-check data/information, assess implications, provide and communicate analysis with recommendations and possible scenarios. Use data visualization techniques to create effective messages, dashboards, quarterly reports, and other reports and visualizations.

Support for TTL Accreditation

• Develop and maintain IPF, DPF and PforR accreditations dashboards using PowerBI to show individual staff's accreditation progress. • Produce TTL accreditations reports as requested by clients and team leads and combine them with learning completion data.

Operations Trainers Community

• Manage Operations Trainers Community of Practice: (i) plan activities and events to engage members (ii) prepare and send quarterly newsletter using Adobe Campaign (iii) keep SharePoint site and Viva Engage group updated and relevant (iv) check and ensure accuracy of data entered by teams in Instructor Report, Saba Analytics and produce reports, design dashboards to share with members at year-end (v) update Operations Trainer badge on People Page by working with ITS colleagues to reflect current trainers

Learning Engagement Technologies

• Provide expertise on learning engagement technologies by tracking, evaluating and recommending products for OPCS learning programs, and supporting their implementation. • Coordinate shared events calendar across OPSLE. • Create and manage distribution lists for knowledge sharing and learning events using suitable tools. • Help with making quick templates and graphics for newsletters and other materials.

Onboarding, Communications, and Web

• Support the team in designing and delivering the OPCS Onboarding and mentorship program. Prepare participants lists, answer participants' queries and manage participants' registration and completion of the workshops and other learning events in OLC. Organize learning and onboarding resources for new staff. • In coordination with the OPCS website team, create, maintain, and update the intranet webpages, do web analytics and various learning-related sections within the OPCS website and collaborative spaces related to OPCS onboarding and staff learning program.

Other responsibilities

• Prepare the OPCS Learning Events Announcement in coordination with team leaders and team members. Use Adobe Campaign Application to make and send the announcement to all OPCS staff or target audiences. Answer queries about the delivery schedule and be the program focal point for Help Desk responses. • Support the organization and delivery of operations learning and engagement events, either virtually or face-to-face, as needed. • Other duties as assigned by the Manager, OPSLE.

Selection Criteria

• Master's degree in relevant field: knowledge management, learning and development, communications, public policy, business administration, international relations, infrastructure, or international development and minimum two years of relevant experience. • Ability to gather and organize information from various sources, compile data and prepare statistics, and summarize knowledge for audience consumption.

• Experience with learning analytics tools such as Saba analytics, Metrics-That-Matters (MTM), Performitiv, and survey tools such as Survey Monkey.

• Experience with data visualization tools such as Tableau, and Power BI

• Expertise in Content Management Systems such as Microsoft SharePoint, Adobe Campaigns, Collaboration for Development.

• High proficiency in MS Office Excel, Word and Powerpoint to produce reports, documents, and presentations.

• Experience organizing and facilitating participatory events such as webinars, workshops, learning sessions, and presentations will be valued.

• Experience in using Artificial Intelligence tools for knowledge and learning a plus.

• Ability to meet tight deadlines and to produce accurate, appropriate analyses and reports with complex questions.

• Demonstrated ability to work and interact positively in teams with team leads, instructional design staff, subject matter experts, etc. - in a creative and problem-solving way in a fast-paced environment.

• Demonstrated experience using online learning and communications platforms such as WebEx, MS Teams, and Adobe Campaign

• Strong desire to learn; open to new ideas, ability to manage and adapt to change in modern work environment.

• Excellent communication, writing, analytical, organizational, and interpersonal skills.
