Nature Of Work

An employee in this class is responsible for performing a variety of engineering assignments of more than average difficulty, which may include development, construction, inspection, or maintenance of projects, as well as electrical, right-of-way, or traffic engineering activities. Under direction, employee exercises reasonable initiative and independent judgment in selecting work methods and formulating recommendations to meet program needs, objectives, and goals. Employee may either function as project engineer or be required to apply a high degree of technical knowledge and skill in principles and practices of plant engineering and maintenance, hydraulics and hydrogeology, stormwater or transportation modeling. Work is reviewed while in progress and upon completion through conferences, oral and written reports, and observation of results obtained.

Examples of Duties

Designs, details, prepares, reviews, and/or revises construction plans and specifications for such projects as storm drainage systems, streets, sidewalks, curbs, buildings, and other municipal structures, sanitary sewers, or water systems; prepares and revises cost estimates for economic analysis of any given project; prepares site development and landscape designs, plans, and specifications to facilitate construction, rehabilitation, and improvement of parks, parkways, and other municipal property.

Formulates project plans or procedures, coordinates activities, and assists in systems design; completes models and studies, makes reports, and prepares plans and recommendations with respect to future design projects; conducts on-site inspection of construction jobs; provides input into submission of final "as-built" plans; plans, organizes, and directs maintenance operations of facilities and equipment.

Coordinates plans within department, with other municipal departments and outside sources, such as contractors, engineering firms, and governmental agencies; provides input and reviews development or revisions of rules, regulations, ordinances, and correspondence; reads and interprets site plans, technical drawings and diagrams to determine conformance with technical standards; reviews building construction plans and specifications to ensure that they are in conformance with codes.

Reviews laboratory test reports and investigates failures of materials to meet specifications; prepares specifications and researches use of new materials; determines bid items and quantities for project contracts; prepares engineer's estimate and bid specifications for project contracts; performs calculations and prepares detailed geometric designs of roadway projects; prepares conceptual design of roadway projects; confers with supervisor to determine course of action in designing and constructing roadway projects.

Plans, develops, and/or coordinates implementation of traffic and administrative systems, procedures and equipment, both manual and automated; oversees and participates in traffic sign fabrication and installation, markings, signal design, planning and studies, signalized traffic timings, accident analysis, installation of traffic signal equipment and/or maintenance and inventory of traffic engineering equipment.

Approves or disapproves construction documents and communicates results to appropriate design professional to facilitate construction; examines construction documents (plans, specifications, shop drawings, work directive changes, etc.) in order to determine conformity with applicable codes and regulations; locates and identifies problems in storm sewer lines and decides what remedy should be taken; monitors construction projects for compliance with federal water requirements; designs systems for piping and equipment layout.

Conducts field investigations, surveys, and inspections to collect information/evidence when necessary; performs special engineering research studies and investigations as directed.

Makes project recommendations for inclusion in planning/design functions; applies a high degree of technical knowledge in pumping station and plant engineering, operation and maintenance. Plant engineering, operation and maintenance includes water, wastewater and refuse-to-energy plants.

Develops public relations and media programs; works with neighborhood associations and environmental groups to improve communications between residents, businesses and City government.

Drafts and coordinates complaint responses to citizens, City Council and City administration; monitors and coordinates customer service center and website inquiries.

Stormwater Area:

Experience with hydraulic and hydrologic modeling tools to simulate stormwater runoff and flow patterns. Possesses a working knowledge of the XP-SWMM and ICPR4 modeling programs.

Interested in the development of comprehensive watershed analyses and management plans.

Reviews utility, subdivision, planning, and Master Basin studies.

Prepares short and long-range planning study programs & explores new stormwater pollution control technologies.

Drafts and coordinates responses to residents, City Council, and City Administration; attends public meetings as necessary.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: the principles and practices of the assigned area of engineering; federal, state, and municipal rules, regulations, ordinances, and other pertinent documents; developments and information in the assigned field of engineering.

Skills in: the use and care of engineering tools; reading and interpreting site plans and construction drawings; use of computer programs such as Microsoft Office, FrontPage and others.

Ability to: plan, design, direct, and review the work of others engaged in a variety of engineering assignments; read and interpret engineering data, blueprints, technical drawings and diagrams, plans, and specifications and draw sound conclusions; prepare and submit clear, concise reports, both orally and in writing; establish and maintain effective working relationships with other employees, officials, and the general public.

Physical Requirements

Mostly sedentary, indoors, occasional outdoors and lifting, requires frequent use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in engineering, preferably related to the area of assignment, and three (3) years of related post-degree engineering experience. Significant independent project completion experience desired.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above

Licenses or Certifications

Possession of a valid Florida driver's license required.

Professional Engineer (PE) or Fundamentals of Engineering (FE) designation preferred.

Departmental employees must meet established level II criterion for the current Engineer promotion program.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
