General Description and Classification Standards

Manages the administration of all grants to the department to ensure proper accounting and in accordance with Federal Office of Management, Budget Circulars and other federal and state laws. Tracks financial results of each federal, state and local grant within each budget. This is a fully seasoned managerial level charged with responsibility for a significant specialized function within a department. Position manages a group of employees, typically with intermediate supervisors, or a smaller group of specialized professional employees.

Areas of responsibility are typically unique within the department.

Supervision Received

Direction received is very general and focuses more on long-term and short-term operating objectives. This is a policy-advisory level of management and would be considered "middle" management.

Essential Duties & Responsibilities
  • These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
  • Manages the administration of all grants to the department to ensure proper accounting and in accordance with Federal Office of Management, Budget Circulars and other federal and state laws.
  • Tracks financial results of each federal and state grant within each budget and reviews and approves daily cash reimbursements.
  • Meets with staff to discuss grant operational activities and provide direction.
  • Monitors timelines and progress reports and reviews financial activities for compliance with terms and conditions of the grant.
  • Creates operating plans, forecasts and reporting systems.
  • Manages the day-to-day operations of the department.
  • Manages the budget preparation, submittal and administration.
  • Establishes internal processes, interprets and applies organizational policies and provides input into revision of policy and strategy.
  • Coordinates with all grantors, including but not limited to, the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Atlanta Regional Commission (ARC), amongst others, to prepare grant applications, obtain funding approvals and prepare grant progress reports.
  • Coordinates and assists with Federal Uniform Act (URA), Davis-Bacon Act compliance, and National Environmental Policy Act (NEPA) environmental reviews for federally funded construction projects.
  • Administers federal and state financial and project management requirements for approved projects.
  • Attends meetings with project managers to review project progress related to grant awards.
  • Provides leadership and coordination of the FTA Triennial Review, which includes reviewing and preparing written responses to the report, coordinating appropriate responses among departments, and providing critical documentation.
  • Monitors grant expenditures, overseeing and evaluating fund usage and developing methods to transfer money within grant awards to insure full utilization of all federal money.
  • Tracks grant in Federal Transit Administration (FTA) TrAMS.
  • Develops, prepares and submits grant revision amendments and close-outs to FTA.
  • Works with internal stakeholders to execute capital transfers for local funding and verifies up local funding awards in accounting system as needed.
  • Monitors intergovernmental agreements for pass-through grant funds and funding reports to ensure compliance.
  • Monitors departmental capital budgets, identifies problem areas and recommends solutions and assists in identifying budget reprogramming requirements.
  • Assures compliance and accountability of grant funds.
  • Ensures that all state and federal grant requirements are met, and all compliance issues are documented.
  • Performs related work as required.
  • Position requires some travel for FTA and GDOT grant compliance training.
Additional Skill/Experience
  • Knowledge of all federal regulations regarding grant proposal and application procedures, funding eligibility guidelines, Formula v. Discretionary funds, and the transfer of funds between projects.
  • Working knowledge of federal publications including Federal registers.
  • Proficiency in scope change requirements and State and Local Grant Management Information Systems.
  • Ability to communicate effectively, orally and in writing.
  • Ability to research and analyze data with close attention to detail.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
  • Ability to establish and maintain effective working relationships with others as necessitated by the work.
  • Skill in the use of microcomputers and associated programs, applications and databases necessary for successful job performance.

Ability to build strong relationships within the City as well as with outside agencies.

Qualifications

Minimum Qualifications, Education and Experience
  • Bachelor's degree in accounting, finance or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis)
  • 5 years' of risk management experience.
  • Must have some project management or leadership experience
Preferred Education & Experience:

Master's degree in accounting, finance or related field (Equivalent professional experience may be considered for substitution for the master's degree on an exception basis) with 3-5 years' risk management experience.

Licensures and Certifications
  • Valid Georgia driver's license - required
  • Project Management Professional (PMP) - preferred
