The Greater Community - Sterling Ranch is a mixed-use master-planned community located in the Chatfield Basin in northwest Douglas County, Colorado, and is bordered to the north by Chatfield State Park, to the east by Santa Fe Drive, to the west by the Hogback Ridge and to the south by Roxborough Village. Sterling Ranch is a rapidly growing community comprised of approximately 3,400 acres, planned for up to 12,050 dwelling units, and is currently home to 5,000 residents. Sterling Ranch features pedestrian-friendly planning and design, focused on connectivity with miles of trails, open space, and access to two state parks and three regional parks. Sterling Ranch is a community with a focus on mindful, sustainable resources and forward-thinking technologies.

The Organization - The Sterling Ranch Community Authority Board is a political subdivision and public corporation of the State of Colorado, formed pursuant to C.R.S. 29-1-203.5 (the CAB), through the Community Authority Board Establishment Agreement (CABEA) by and among seven metropolitan districts, known as the Sterling Ranch Colorado Metropolitan Districts No. 1-7 (the Districts). The CAB was organized for the purpose of effecting the development, operations, and maintenance of the public improvements, services and facilities that serve Sterling Ranch for the benefit of the Districts, residents and property owners. In accordance with the CABEA, the CAB is to schedule, phase and configure the needs of the Districts residents and property owners, as development demands require. The CAB is governed by an eleven (11) member board of directors.

Job Purpose

The Manager of Communications is a hands-on, professional-level, highly responsible position that develops, coordinates, and implements communication and public engagement efforts. The goal is to promote and convey information about the Sterling Ranch Community Authority Board (CAB) to residents through e-blasts, social media, the CAB website, video, photos, print, and other communication methods. This position is tasked with building and maintaining an effective communication framework that informs, engages, and inspires Sterling Ranch residents, resulting in a successful resident-government collaboration.

Duties & Responsibilities

Strategizes vision, crafts, and frames appropriate messaging, and implements communication plans to effectively and consistently brand CAB and communicate messages to the public;

Composes messaging that tells the Sterling Ranch and CAB story;

Supports efforts to meet CAB communication goals;

Coordinates CAB-wide information and provides guidance to departments on communication and engagement strategies, content and activities;

Develops proactive communication strategies for issues of concern in the community;

Develops, manages, and administers communication and engagement tools, such as email, social media, and the website, and streamlines efforts across the organization;

Responsible for the review and reporting of online and social media platform analytics;

Develops, directs, manages, implements the website and approves content and the analytical review of the CAB website and ensures departmental staff is adequately trained on the de-centralized use of the site;

Coordinates cross-promotion of information, programs, and services across the organization through various communication tools;

Designs marketing materials and outreach campaigns;

Develops informational materials for CAB programs in collaboration with all departments;

Develops branding guidelines and resources for CAB and ensures individual departments comply to provide consistency across the organization;

Collaborates with third-party vendors to ensure deliverables are aligned with quality and content standards;

Manages CAB photos, video recordings, and cataloging systems;

Coordinates and/or implements training for employees on various communication tools, including social media and the website;

Builds relationships with media, the community, and other stakeholders. Drafts effective press releases and coordinates with media contacts;

Coordinates regular meetings for CAB across the organization and may attend department/division meetings to plan communication efforts;

Assists in managing and publicizing information in the event of an emergency;

Qualifications

Five (5) years of professional experience in disseminating information to the public or similar experience; or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities.

Bachelors degree in a related field.

A proven record of exceptional interpersonal and communication skills.

Must possess and maintain a valid Colorado Drivers License and safe driving record for continued employment.

An equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform in this key leadership role may be substituted.

Knowledge, Skills & Abilities

Must have a working knowledge of correct English, grammar, punctuation; basic office methods, procedures, and practices; basic arithmetic and business writing.

Must be proficient in website management.

Must be a self-starter willing to take initiative.

Ability to train cross-departmental staff.

Ability to effectively interact with staff and external customers.

Proficient with Microsoft Office Products and adobe Creative Suite software and extensive knowledge of social media tools, video, and website content management items.

Read and write at a skill level appropriate to the duties of the position; perform arithmetic computations where required; operate a personal computer for design, word processing, data entry, retrieval, and strong writing skills are required.

Ability to coordinate tasks, establish priorities, set deadlines, and complete projects accordingly.

Disseminate and communicate information and ideas clearly and concisely in writing.

Critically and confidentially analyze complex issues and determine appropriate messaging and adjust to shifts in priorities.

Independently identify appropriate applications of a wide variety of complex written policies and procedures in circumstances not clearly described by written guidelines and apply judgment in performing complex work in a variety of projects with minimal supervision.

Independently initiate, draft, and prepare concise correspondence and keep complex not3s and files.

Establish and maintain cooperative working relationships with co-workers and others.

Materials & Equipment Used

Equipment: The position requires the use of a variety of equipment, including computers, tablets, or other digital equipment, digital cameras, copiers, printers, scanners, fax machines, telephones, CAB-owned vehicles, and other equipment as assigned and necessary.

Hearing and visual acuity must be sufficient to perform the essential functions of this job.
