Management & Program Analyst

Summary The Management and Program Analyst position within the Internal Controls Branch of the Grant Programs Directorate, serves an advisor to management/staff on the evaluation of productivity and efficiency of agency programs. The ideal candidate will have experience with monitoring, tracking and/or coordinating requirements for a program/grant, and will utilize strong organizational, communication, and written skills to form strong working relationships with organizational staff. Responsibilities What will I do in this position if hired? In this role as a Management & Program Analyst, you will be supporting the Internal Controls Branch. Typical assignments include: Providing leadership with program evaluation results for program effectiveness Preparing and securing program review authorities' approval for program plans, scheduled and resource requirements Monitoring progress of program activities to identify areas where trends or deviations from plans/ schedules are developing or have developed Providing internal control recommendations for gaps identified in the grants management lifecycle Providing root cause analysis for grant programs internal and external audit findings Forming strong working relationships with organizational staff What else do I need to know? This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA. This position will be hired into a temporary 4 year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.
