GENERAL PURPOSE To perform a variety of professional, administrative, and technical accounting and finance functions in maintaining the fiscal records and systems of the City. SUPERVISION EXERCISED Employee has no supervisory responsibilities. RESPONSIBILITIES Assists in maintaining the fiscal records of the City and assuring that proper accounting procedures are followed as promulgated by the Governmental Accounting Standards Board. Plans, directs, and coordinates the activities of personnel involved in reviewing, examining, and evaluating proposed and operating budgets. Assists in the preparation of the City's five (5) year forecast of revenues and expenses. Prepares and updates a variety of management reports, interval reviews, and related documents. Assists in the preparation of the City's Annual Budget and Plan of Municipal Services and capital improvements program budget. Assists in the preparation of the City's annual debt service manual. Reviews and evaluates the City's internal controls over accounts payable, cash, accounts receivable, inventories, and fixed assets periodically and any deficiencies in the system. Assists the independent auditors in the City's annual audit and ensures that the comprehensive annual financial report and the single audit report are completed in a timely manner. Prepares and updates a variety of studies, reports, and related information for decision-making purposes. Plans, reviews, and conducts special studies in such areas as organizational changes, production methods, and operating procedures. Assists in writing ordinances and policies related to finance. Plays an integral role in posting year-end journal entries, closing the City's books, and adopting the budget into the computer accurately and in a timely manner. Provides answers to inquiries related to the budget or the City's accounting records. Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; possesses and maintains a valid driver's license, if required, and complies with City of Killeen driving policy accordingly. Performs other duties as assigned. EDUCATION AND EXPERIENCE Graduation from an accredited four-year college or university with a degree in accounting, finance, business, or a closely related field; and, Three (3) years of progressively responsible experience in accounting and finance work; or Any equivalent combination of education and experience. Public Sector experience preferred. KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of modern governmental accounting theory, principles, and practices. Considerable knowledge of internal control procedures and management information systems. Considerable knowledge of office automation and computerized financial applications. Considerable knowledge of public finance and fiscal planning. Considerable knowledge of payroll and accounts payable functions; working knowledge of budgetary, accounting, and reporting systems. Proficient in Microsoft Office Suite. Skill in operating the listed tools and equipment. Ability to prepare and analyze complex financial reports. Ability to maintain efficient and effective financial systems and procedures. Ability to establish and maintain effective working relationships with coworkers and City officials. Ability to communicate effectively orally and in writing; ability to operate a wide range of computer equipment. Ability to maintain regular and punctual attendance. SPECIAL REQUIREMENTS Must have a valid Texas driver's license within 60 days of hire. Must be bondable. TOOLS AND EQUIPMENT USED Personal computer, including word processing and spreadsheet software; mainframe computer system; 10-key calculator; telephone; motor vehicle; copy machine; fax machine.
