Leidos has an immediate need for a senior level full time Project Controls Analyst/Risk Manager to support the National Nuclear Security Administration (NNSA), Modernization Program with the management of an Integrated Site Schedule (ISS) as well as providing oversight of technical and programmatic risk management. This individual will provide technical support to the Federal Program Manager (FPM), as well as liaison with other Defense Programs (DP), National Nuclear Security Administration (NNSA), and Department of Defense (DOD) organizations. The work performed is extensive in scope and requires experienced individual with demonstrated project controls expertise, risk management experience, is a self-starter, possess the ability to work in a highly dynamic environment, and capacity to interface with a broad range of federal and military senior staff and leadership.
This is a full-time contractor-support position located on-site at the NNSA offices in Albuquerque, NM.
Project Controls compiles and analyzes the data from sites. Prepares monthly, quarterly, bi-annual, annual, and ad-hoc reports to support the program and program operations. Works with the FPM to identify and deliver additional data products. Works with the FPM to provide feedback of data quality and identifies errors for adjudication on subsequent cycles. A key element will be to develop and maintain an NNSA integrated master schedule (NIMS) for the Program from individual site project summaries and detailed schedules. This position requires advanced knowledge in the field of nuclear weaponry, and Primavera/P6 expertise.
Risk Manager compiles and analyzes monthly reports from sites. Collates monthly, quarterly, and ad hoc risk reports for review an analysis by the federal staff. Will be responsible for providing technical and programmatic risk (threat and opportunity) management support and subject matter expertise in the identification and management of risks for the program. Requires coordinating with Federal Program Managers and Engineers, Program Managers and Risk Engineers at the NNSA National Labs and nuclear weapon production facilities, and other DoD partners to draft discrete and cogent risks to inform stakeholder technical and programmatic decisions. The individual must understand and explain the technical and programmatic drivers for program risk.
Primary Duties and Responsibilities:
Developing and maintaining project management policies and procedures.
Coordinating, scheduling, analyzing client summary schedules and detailed schedules.
Comparing and evaluating possible courses of conduct with respect to scheduling and making scheduling decisions after considering the relevant possibilities.
Using Earned Value Management System (EVMS) principles, terms, and concepts to evaluate client contractor progress.
Exercising independent judgment to perform as a role model for the team, being self-motivated professional, demonstrating good interpersonal and communications skills, and passing on the working details of the Nuclear Security Enterprise.
Researching relevant materials to maintain knowledge of Earned Value Standards - EVMS.
Working as part of the Team to produce regular reports and surge/special products that clearly and accurately represent the status of the Program.
Work in classified environments to analyze sensitive schedule and program data; work with derivative classifiers to extract appropriate elements for integration into unclassified integrated master schedules and other products.
Teams with technical staff and project leads and managers to make recommendations to influence key decision makers within the scope of project controls and risk management.
Researches, assembles, and evaluates project information or data and recommends sound, practical solutions to project related issues.
Assists with customer interactions, including arranging and documenting periodic reviews and tracking project management deliverables and presenting project management status to external or internal customers.
Integration and analysis of the individual project schedules
Assemble and analyze the NIMS.
Providing schedule health assessments as well as critical path analysis for the components and systems to support the Program Engineers as well as the FPM.
Provide necessary inputs to all program reports.
EV data analysis
Compile and assemble EV data and reports from projects in support of the Program.
Analyzes EV trends, forecasts, and areas needed for further analysis and attention needed by the Federal Program and Engineers and FPM.
Consolidate and provide the monthly/quarterly/annual and ad hoc reporting utilizing NIMS data.
Provide necessary inputs to all program reports.
Ensures the FPO is implementing sound risk and issue management practices in compliance with Federal Requirements.
Providing subject matter expertise and support on the required approach to proactively identify, assess, monitor, and manage risks and issues with the NNSA National Labs and nuclear weapon production facilities, to develop effective risk handling strategies and issue management plans.
Continuously monitoring the program to identify potential risks, including threats and opportunities that may impact the program.
Assessing the likelihood and impact of identified risks by using qualitative and quantitative risk analyses for schedule, cost, and uncertainty using Deltek Acumen Fuse or other industry standard software to identify potential program impacts.
Teaming with sites to select handling plan strategies and develop responses for identified risks. This includes identifying potential off ramps based on the effectiveness of risk responses.
Effectively communicate risk-related information to all stakeholders, including the Federal Program Director to ensure awareness of risks and their handling plan strategies.
Producing recurring risk reports that summarize current risk environment, mitigation efforts, and changes in status. Ensuring reports are clear, concise, and actionable, as needed.
Fostering a culture of risk awareness within the FPO, the NNSA National Labs, nuclear weapon production facilities and DoD partner sites. Includes encouraging proactive risk identification and open communication about potential risks.
Validating risk information (handling plan activities, risk assessments) is well documented, up-to-date, and accessible in the Active Risk Manager (ARM) repository.
Leading recurring (weekly, monthly, quarterly) programmatic risk management meetings with the FPO, NNSA National Labs, nuclear weapon production facilities as well as DoD partners.
Executing strategies to ensure risks and issues are appropriately documented, tracked, evaluated, and managed in accordance with the program's risk management plan.
Required Education, Experience & Clearance:
Active DOE Q or an active DOD Top Secret clearance
Bachelors degree with 12+ years of related project controls experience or a Masters degree with 8+ years of related project controls experience
Demonstrated expertise with Primavera/P6
Staff experience in military, government or corporate enterprise
Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint and MS Excel) required and proficiency may be tested
Excellent written and verbal communication skills with demonstrated experience in developing briefings for senior and executive management
Knowledge of or experience with project management best practices and principles
Experience with project controls practices and principles, including work breakdown structure development, duration management, schedule logic and dependencies, critical path analysis, change control, EVMS, status reporting, and what-if analysis
Project management tools; MS Project, Primavera, EVM tools, CET
Experience using ARM software for project risk management
Knowledge of project life cycles and the impact of scope, schedule and budget changes on the execution of projects
Willingness to travel, estimated 10-15%
Preferred Qualifications:
PMP certification
Skill in using Microsoft applications, email and various database project tracking software packages, scheduling software, and the electronic project management system, e-Builder
Nuclear weapons experience and Interagency experience
Knowledge of MS SharePoint project sites and Microsoft Access databases

Pay Range:
Pay Range $108,550.00 - $196,225.00
