As Toll Road Operations Manager, you will ensure the safe operations of the Dulles Toll Road and be responsible for all aspects of the support systems, and maintenance and repairs required to maintain the continuous operations of this critical road system.

Toll Road Operations Manager

Serves in the Operations and Maintenance Division in the Dulles Toll Road (DTR) Department of the Washington Dulles International Airport (IAD), located in McLean, VA.

Directly and through subordinate staff, consultants and contractors, ensures all aspects of the fourteen miles of the DTR and associated facilities are safe and operational 24/7/365. Develops and monitors asset performance factors including, but not limited to, tracking roadway and equipment conditions, toll collection revenue system operations and functionality. Updates policies and procedures as required, and manages all contracts and contractors that support the operation of the DTR. Performs related functions.

GENERAL RESPONSIBILITIES

Monitors equipment and communication systems and conducts regular visual roadway inspections to maintain continuous awareness of the condition of the roadway, equipment and toll collection system functions.

Reviews, evaluates, and approves toll lane closure requests from contractors and others.

Monitors the toll collection revenue system. Tracks system malfunctions and errors, coordinates troubleshooting and repairs with the contractor. Supervises the preventative and corrective maintenance of the toll system equipment.

Serves as the Contracting Officer’s Technical Representative (COTR) and manages contracts that support operation of the DTR.

Manages all internal DTR emergency response plans. Serves as the DTR representative on Airports Authority and external Emergency Response Teams.

Conducts research, identifies trends and remains current on roadway and tolling industry standards and best practices.

Evaluates the overall financial and managerial performance of existing operations support.

Serves as the DTR representative and tolling expert on governmental and community organizations and meets with industry leaders.

Provides information and assists in developing white papers, reports, and presentations for executive staff and Board of Directors.

In conjunction with the DTR Manager develops monitors and manages Operating & Maintenance and project budget.

Reviews, revises, and issues internal DTR operational procedures and guidelines annually.

Ensures appropriate and required training for staff is provided and completed.

Serves as DTR fleet manager and is responsible for all DTR vehicle use.

Performs analyses to support contract research, operational changes and toll lane designations, (Full Service, “EZ-Pass” Only, etc.) as required.

Serves as Acting Toll Road Manager, in Manager’s absence.

Performs other duties as assigned.

QUALIFICATIONS

Six years of progressively responsible experience in managing roadway operations and maintenance.

Skill in reviewing and preparing contractual language and documents, budget and inventory reports, financial/operational/maintenance analyses, and formalized policies and procedures.

Ability to assist in development and tracking complex projects, as well as operating and maintenance budgets.

Experience in directly supervising staff and managing contractor performance.

Knowledge of supervisory principles and the ability to manage the operations and programs of the unit/team.

Knowledge of and ability to comply with Federal and State agreements, rules, and regulations related to the operations of a highway.

Knowledge of roadway design specifications and ability to oversee and maintain toll road operations, roadway, equipment, and toll collection systems maintenance.

Knowledge of and ability to operate, maintain, troubleshoot, and suggest enhancements to tolling system software.

Ability to make detailed analyses of data and information and make recommendations.

Ability to effectively manage multiple projects and competing priorities, simultaneously.

Skill in serving as a Contracting Officer’s Technical Representative (COTR).

Ability to speak and write effectively.

Skill in using a computer and modern office suite software, with emphasis on enterprise requisitioning, budgeting, time and attendance reporting, and payroll systems/software.

PREFERRED QUALIFICATIONS

Knowledge of Federal and Virginia rules and regulations regarding highways, including the Code of Federal Regulations (CFR) 23, and Virginia Codes 33.2 and the Code of Virginia legislation regarding tolling.

Experience in operating and maintaining an automated toll collection system, including associated hardware and software systems.
