This posting will be used to fill a Full Time, Permanent, Animal Care and Control Administrator with the Anne Arundel County Police Department.

This is responsible supervisory and administrative work in conducting the County animal control activities


NATURE AND VARIETY OF WORK

Work involves planning, organizing, and directing the programs and activities of the animal control unit. Work includes supervising and participating in the enforcement of applicable rules and regulations governing animal control and the issuance of animal licenses. Work also includes providing assistance in compliance problems and approving modifications and interpretations of established rules and regulations. Work is performed under general direction and is reviewed by an administrative superior through conferences, reports, and results obtained.

**Examples of Duties and Knowledge, Skills and Abilities**:
(May not include all duties performed)

Plans, organizes, directs, and participates in the enforcement of applicable rules and regulations governing animal control; gives subordinates assistance on unusual technical and compliance problems; supervises the issuance of animal licenses.

Provides instruction to employees in the objectives and purposes of the animal control program and in regard to established interpretations of applicable laws and ordinances.

Determines the appropriate method of treatment or disposition of live animals and animal carcasses.

Conducts correspondence in response to inquiries and other communications from other public agencies and from the public; prepares agendas and attends meetings.

Directs the preparation and maintenance of necessary records and reports; prepares budget and monitors expenditures.

Participates in local and regional meetings to collaborate on issues such as animal hoarding and managing feral cat populations.

Serves as primary point of contact/strategic advisor to county executives and elected officials in effort to build and cultivate relationships.

Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of animal control procedures and operating practices.
Thorough knowledge of modern office practices and procedures.
Thorough knowledge of animal control laws and regulations.
Knowledge of hazards and safety practices required for employees and the public in animal control work.
Knowledge of budget development, administration, and management.

Ability to plan, organize, and direct a comprehensive animal control program.
Ability to plan, assign, and supervise the work of others.
Ability to establish and maintain effective working relationships with County officials and employees, animal owners, and the public.
Ability to communicate effectively, both orally and in writing.

**Minimum Qualifications**:
Graduation from an accredited four-year college or university, with major course work in business or public administration; four (4) or more years of experience in animal control work, including two (2) or more years of supervisory and administrative experience; and a valid non-commercial Class C motor vehicle operator's license.

NOTE: Graduation from an accredited four-year college or university, with major course work in business or public administration may be substituted on a year for year basis for up to four (4) or more years of additional work experience in animal control work, including the two (2) or more years of supervisory and administrative experience; and a valid non-commercial Class C motor vehicle operator's license.

NOTE: This position includes a comprehensive background investigation.

**Supplemental Qualifications**:
Preference will be given to applicants with the following:
1.) Experience in managing both permanent staff and a volunteer workforce.

2.) Experience with establishing partnerships with nonprofit organizations and/or local groups to ensure successful animal control operations.
