This position is located within the Department of Youth Rehabilitation Services (DYRS), Health Services Administration Division (HSA). The Department of Youth Rehabilitation Services' mission is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. Health Administration Services (HAS) is responsible for the design, development, coordination, delivery and evaluation of a 24-hour comprehensive continuum of quality adolescent medical and behavioral health care services and supports, including screening/assessments, early detection and prevention services, treatment, counseling, dental and vision services for detained and committed youth residing at Youth Services Center (YSC).

The incumbent in this position provides professional nursing care and services and service as Team Leader for assigned nursing staff in various DYRS programs, clinics, and facilities. Implements nursing actions by either direct care or delegation of responsibility for health care services including, but not limited to, preventive health maintenance, employee health services and emergency response, and assessment and referral services.

**Duties and Responsibilities**:
The Clinical Nurse III demonstrates professional proficiency in conducting client/family assessments; reviews initial assessments and makes revisions based on changes in condition(s), diagnostic results or direction from the physician and /or Nurse Practitioner. Responsible for assessing, planning implementing and evaluating holistic nursing care for specific client populations from normal to complex problems by assessing needs of specific patient populations and/or protocols based on clinical experience and multiple data sources; Makes available policies, procedures and written instructions from the supervisor; maintains current knowledge to answer questions from team members on procedures, policies, directives, etc. Provides leadership and direction for the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs;

The Clinical Nurse III articulates and communicates to the team the assignment, project, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Interfaces with the supervisor on behalf of the team to inform the supervisor of performance management issues and to recommend/request related actions, such as assignments, reassignments, tour of duty changes, peer reviews and performance appraisals. Keeps abreast of advancements in treatment and protocols, specifically those related to the area of assignment, by attending in-service and other training, seminars and workshops, and reading current medical/nursing publications; Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor; Makes referrals and coordinates diagnostic testing, psychosocial interventions, and other services as needed, to ensure client needs are being met and services received. Schedules and participates in client and interdisciplinary case conferences, quality assurance committees and in-service presentations, where applicable. Acts as preceptor for Clinical Nurses I and II. Assists in the orientation of new personnel. Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products; Monitors medication supply/usage and equipment levels. Maintains accountability for issuance of controlled substances according to standard nursing practices and policies. Completes written or computerized orders to procure additional medical/equipment supplies as needed. Serves as Nursing Supervisor when assigned.
