**POSITION OVERVIEW**ESSENTIAL DUTIES AND RESPONSIBILITIES**:
- The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all the responsibilities or tasks; other work may be assigned when deemed appropriate:_
- Provides leadership, management and supervision of all special education programs/service areas.
- Monitors and supervises building compliance with the IDEA for Preschool through age 21 students.
- Responsible for district compliance on all State and Federal regulations and guidance for Students with Disabilities for Preschool through age 21 students.
- Collaboratively develop, initiate and supervise any corrective action necessary as determined through district, State or Federal audits as it relates to the provision of special education programs/services.
- Ensure best practices for the education of students with disabilities are understood by all district instructional staff.
- Supervises and collaborates with building administrators for the effective use of research based best practices in the supervision of curriculum and instructional practices and service delivery provided by Teachers of special education including but not limited to: Para educators, Educational Diagnosticians, Psychologists, Speech and Hearing Pathologists, Occupational Therapists, and Physical Therapists.
- Directs investigation, analysis and method formulation for handling special projects; evaluates final results; reviews various prepared reports and performs special projects; advises and consults Assistant Superintendent and/or other cabinet members on a variety of non-routine matters.
- Leads district efforts in evaluating existing special education curricular programs.
- Assists the Assistant Superintendent, District Business Manager, building principals and Directors in the development and coordination of the sections of the budget that pertain to special education services.
- Offers guidance for the improvement of special education student achievement system-wide; develops, arranges and implements forms of technical assistance for schools with low student achievement and forms of continuous improvement for schools with average - to - high achievement.
- Prepares and delivers written and oral presentations on academic accountability to the Board of Education, principals, teachers, parents and community groups; attends Board meetings, conducts staff meetings and attends other related meetings.
- Provide guidance, support and participates in meetings as appropriate to assure that services for identified students are handled in accordance with inclusive practices in all school buildings.
- Facilitate district-wide professional development for all special education and support staff.
- Coordinate and supervise summer programs for students with disabilities.
- Act as a liaison to outside agencies that provide transition services/support to special education students.
- Performs other duties as may be assigned by the Assistant Superintendent.
- May provide oversight and collaboration with building staff in providing supports and services for students with 504 Accommodation Plans.
- May supervise and oversee the Districts early childhood and Pre-K programs.
- May supervise principals, including but not limited to conducting DPAS II evaluations.
**MINIMUM QUALIFICATIONS**:
- Below are the qualifications for this position:_
- Currently possess or be eligible for Director of Special Education Certification in the State of Delaware.
- Hold Special Education Teacher Certification.
- Master’s or doctoral degree form a regionally accredited college or university in educational leadership; or
- Master’s degree from a regionally accredited college or university; and
- The successful completion of an approved Program pursuant to 14 DE Admin. Code 1594 Certification Programs for Leaders in Education or
- Holding a Standard Certificate School Principal and successful completion of an additional nine (9) graduate level credit hours from a regionally accredited college or university in educational leadership or the equivalent in professional development approved by the DE Department of Education.
- Minimum of five years administrative experience with exceptional children special education students at the PreK-12 level or the equivalent.
- Principal experience or experience supervising programs/teachers serving exceptional children special education students preferred.
- Outstanding organizational and human relations skills, must be knowledgeable of state and federal regulations related to teacher education and personnel matters.
