Darien Gap Consultant

Requeriments:
- Advanced degree in social sciences, law, international development, public policy, or related field. Significant professional experience in international protection, child protection and/or emergency response management may substitute for advanced degree.
- 7- 10 years professional experience, including 5+ years of experience in an international protection, child protection and/or emergency response management role responsible for refugee and migrant solutions, with strong preference for direct experience with refugees and migrants in South and Central America.
- Proven success in designing, implementing, and operating international or child protection or humanitarian aid projects from program/project design to closeout stages.
- Knowledge and experience with local contexts in Panama, Colombia, and/or Costa Rica and surrounding areas, with demonstrated experience coordinating and collaborating in protection or humanitarian response with local governments, international organizations and CSOs in these areas strongly preferred.
- Experience developing protection interventions, solutions, strategies and tools using a gender and child focused lens.
- Experience with training or capacity building related to international protection of refugees and migrants, child protection or emergency response management highly preferred.
- Commitment to children-s rights and gender equity.
Consultant must send a financial proposal based on lump sum amount in USD with breakdown by daily rate and any other applicable costs to be incurred in completing the assignment. Payments will be done upon signing of agreement (25%), upon completion of major deliverables (25%) and upon completion of the project (50%). Financial proposal should not include travel costs. If travel is required, KIND will cover expenses to be determined in advance.
**Responsibilities**:
- Work with KIND International Programs and Policy teams to develop a strategy and detailed agenda for a needs assessment trip by KIND staff to the Darien Gap. Conduct fact finding on trends, policies, service provision, gaps and other factors affecting unaccompanied and separated children migrating through the region to inform and ensure that this trip is effective and meets KIND-s objectives.
- Develop and implement an information gathering work plan to identify key actors and organizations in the region working in/responsible for/responding to child migration, including government offices and officials, international organizations and CSOs; establish initial contact with these organizations and conduct meetings, in order to gather information and make recommendations to KIND about where and how to pursue further engagement. Develop interview questions for these meetings and share with KIND for input prior to use. The KIND team should be included in all meeting invitations, and will attend if available, but the consultant should schedule and hold meetings in keeping with the consultancy timeline and deliverables independent of KIND team schedules.
- Hold regular briefings and other meetings as needed with the KIND team to discuss and analyze information gathered and results and to make decisions about next steps. Make recommendations for travel based on capacity and interest of actors and organizations, their mission alignment with KIND, and local security and logístical considerations, among other relevant factors. Ensure that consultancy outcomes and lessons learned are integrated into the travel recommendations and agenda.
- Make introductions for KIND to relevant actors working in the region, based on KIND-s feedback on recommendations provided.
- Identify capacity building and training needs and opportunities for collaboration or partnership with organizations in the region and make recommendations to KIND about activities and interventions that KIND may consider to meet these needs.
- Coordinate logistics of particular aspects of KIND-s trip, such as scheduling meetings with particular NGOs or government agencies for KIND-s trip. Identify and inform KIND of required authorizations, as well as process to be granted authorizations, and assist with authorization process as requested.
