Tax Ditch Financial Coordinator

The Delaware Department of Natural Resources and Environmental Control (DNREC), in cooperation with the Kent Conservation District, a governmental subdivision of the state of Delaware, seeks a Tax Ditch Financial Coordinator position to work in the Tax Ditch Program within the Drainage Program in Georgetown, Delaware.
**RESPONSIBILITIES**:
The Tax Ditch Financial Coordinator position within the Drainage Program serves a valuable role for Tax Ditch Organizations across the state of Delaware ensuring banking and accounting affairs are in order. The position coordinates between Tax Ditch Organizations, conservation districts, and the public statewide to ensure Tax Ditch and Tax Lagoon policies are followed. The position will require experience communicating and mediating with members of the public; performing and reviewing tasks in accordance with Delaware Laws; assessing problems or issues and their impacts on programs; educating special interest groups; developing materials or tools to assist tax ditch officers in performing duties; and utilizing GIS and project management software for determining and tracking information. Specific position tasks include:
- Maintain bonding information for tax ditch organizations
- Assist with planning needs related to tax ditch and tax lagoon petitions
- Serve as liaison between DNREC Drainage Program, U.S Census Bureau, and banks regarding IRS- EIN tax ditch matters
- Process tax ditch warrant rate change requests
- Report franchise tax fees
- Prepares and distributes expected versus actual income reports for Tax Ditch Organizations
- Assist Tax Ditch Organizations with obtaining escheated or escrowed funds
- Performs financial audits on Tax Ditch Organizations accounts
- Communicate effectively to the public, attorneys, title searchers, realtors, county permit offices, etc. regarding tax ditches and their associated processes - formation, petition, hearing & referendum, court order changes, maintenance, rights-of-way, recorder of deeds, etc.
- Periodically review Drainage Program task procedures in accordance with Tax Ditch Law for relevancy, accuracy, efficiency, and improvements, provide recommendations to supervisors
- Assist with the intake of concerns from the Drainage Assistance Line and assigns to Drainage Program staff/refers out to other agencies as appropriate
**QUALIFICATIONS AND SKILLS**:
Applicants must have education, training and/ or experience demonstrating competence in each of the following areas:
1. Two years’ experience compiling, analyzing, and interpreting financial data to ensure appropriate use of funds.
2. Two years’ experience working with the public and/or volunteers.
3. Experience in record keeping.
4. Two years’ experience in interpreting laws, rules, regulations, standards, policies and procedures.
5. Two years’ experience using standard computer software programs for word processing, project tracking or databases.
6. Knowledge of natural resources, drainage, engineering, or related fields.
7. Possession of a valid Delaware Driver’s License (not suspended, revoked, or cancelled, or disqualified from driving).
8. Applicants must be legally authorized to work in the United States. The Kent Conservation District does not provide sponsorship for holders of H1-B Visas.
**BENEFITS**:
This position offers a comprehensive benefit package including: 37.5-hour work week with flexible scheduling options. 15 paid vacation days the first year, 9 paid holidays a year, and 15 paid sick leave days per year. Pension and health insurance are also included in the benefits package. Direct Deposit of pay checks will be required as a condition of employment for new employees.
